Recently, the High People's Court of Guizhou Province held a press conference to report on the judicial assistance work of courts throughout the province since 2023. According to reports, in recent years, Guizhou courts have been deeply promoting the implementation of the concept of "rescuing as much as possible", efficiently adjudicating judicial assistance cases in accordance with the law, and enhancing judicial temperature with the strength of the rule of law. From 2023 to July this year, courts in the province have concluded 808 cases of judicial assistance, decided to assist 665 cases, and distributed judicial assistance funds of 27.7762 million yuan to people in need of litigation. The types of assistance cover criminal, civil, administrative, enforcement, petition and other fields, forming a basic pattern of "rescuing as many as possible". It is reported that Guizhou courts have continuously optimized the concept of judicial assistance, established a priority assistance mechanism for minors, a management mechanism for the use of assistance funds, and a follow-up mechanism, opened up channels for assistance, and focused on preventing "poverty caused by cases" and "returning to poverty due to cases", promoting the deep integration of judicial assistance and ensuring basic livelihood. From 2023 to July 2024, the courts in the province provided assistance to a total of 354 specific groups such as minors, the elderly, women, and people with disabilities, with a total assistance amount of 8.1362 million yuan. Guizhou courts have continuously improved internal cooperation, forming a judicial assistance case handling mode of "led by the Office of the Judicial Assistance Committee, with cooperation from the trial and enforcement departments" and "mainly conducting on-site visits and investigations, supplemented by material and form reviews". At the same time, the Guizhou High Court and multiple departments jointly issued opinions to actively establish a system framework for connecting judicial assistance and social assistance, and to weave a solid safety net for people's livelihoods through diversified assistance. In addition, in order to continuously promote the standardization and normalization of judicial assistance work, the Guizhou High Court has signed the "Implementation Measures for National Judicial Assistance in Guizhou Province" with multiple departments, formulated the "Quantitative Standards for National Judicial Assistance Funds in Guizhou Courts (Trial)", promoted the transformation of assistance cases from administrative approval mode to judicial case handling mode, and achieved legal, scientific, and effective judicial assistance.
