Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as the core has attached great importance to the work of aiding Tibet. Under the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the Party's strategy for governing Tibet in the new era, all relevant provinces, cities, and central units that undertake the task of providing targeted support have resolutely implemented the decisions and deployments of the Party Central Committee. With unprecedented investment, participation, and coverage in various fields, the work of assisting Tibet has achieved historic achievements.
Long sightedness, flag raising orientation
In 1994, the Third Xizang Work Forum of the Central Committee kicked off the curtain of counterpart support for Xizang.
Persistently implementing the policy of targeted aid to Tibet, over the past 30 years, in accordance with the decisions and arrangements of the Party Central Committee, the Central Organization Department, together with relevant parties, has organized and selected 10 batches of nearly 12000 aid cadres and talents to work in Tibet, fighting hard in various places on the snowy plateau.

Tonglong Village, Nima Township, Nyirong County, Naqu City, Xizang, is cold in winter.
In the summer of 2023, with the support of the National Energy Group's aid project to Tibet, Tongling Village implemented a "zero carbon" beautiful rural photovoltaic heating pilot project. Photovoltaic panels were installed on the roofs of 40 households of herdsmen, using solar power to generate heating. Each household was equipped with electric radiators, and the local people entered a clean and efficient modern heating life.
In winter, it's very warm at home, and children no longer have to worry about freezing their hands and feet, "said Sangcuo, a herdsman who is over 60 years old. Since having an electric radiator, they can take off their thick sheepskin Tibetan robe and wear a silk shirt and a lightweight Tibetan robe to keep warm at home in winter, making household chores easier.
The person in charge of Nima Township introduced that since the pilot of "zero carbon" beautiful rural photovoltaic heating, the operation effect has been good. Xizang is rich in solar energy resources. Photovoltaic heating pilot projects have reduced carbon emissions, achieved green and low-carbon circular development, and improved the living environment of local people.
Benefiting from counterpart assistance to Xizang, the Tibetan people of all ethnic groups have a better sense of achievement, a more sustainable sense of happiness, and a more secure sense of security.
Develop characteristic industries and promote high-quality development in Xizang——
In Ritu County, Ali Prefecture, the Hebei Aid Tibet Work Team has made the breeding of white cashmere goats a key focus of aid Tibet work, building a "scientific breeding+unified collection and sales+stable income increase" white cashmere goat industry chain. More than 90% of the county's population participates in white cashmere goat breeding.
The person in charge of the Rural Revitalization Bureau of Ritu County introduced that in recent years, Ritu County has continuously improved the layout of the entire cashmere production and sales chain, and has more confidence in the future development of the industry.

Xizang has constantly strengthened coordination with its counterpart provinces and cities in Tibet, explored new models of coordinated development, industrial cooperation and management of Tibet aid work with the provinces and cities in Tibet and the central enterprises, integrated economic aid, industrial aid, scientific and technological assistance, employment assistance, poverty alleviation assistance, etc., and realized the transformation from "blood transfusion" assistance for capital and construction projects to "blood making" assistance for industrial cultivation, technical support, talent training, etc.
Building a beautiful Xizang, with increasingly solid ecological security barriers——
In Nanmulin County, Shigatse City, due to harsh natural conditions, one often "looked up at a piece of sand and couldn't see home with strong winds".
Nowadays, Nanmulin has already changed its appearance. The Shandong Aid Tibet Work Team has created an ecological demonstration zone on the north bank of the Yajiang River, completed afforestation of 40000 acres, planted more than 2.88 million seedlings, and constructed a green corridor forest network and 100 kilometers of water channels.
Nowadays, Nanmulin County has initially formed an ecological pattern that integrates forest land, grassland, and wetland. According to the person in charge of the Nanmulin County Forestry and Grassland Bureau, it has been calculated that compared to 2014, the frequency of sand and dust sweeping on the north bank of the Yajiang River in Nanmulin County has decreased by one-third, the oxygen content in the core area has increased by 5%, and the air humidity has increased by 10%.
Adhering to the principle of ecological protection first, dealing with the relationship between protection and development, and taking the road of green and sustainable development, today's Xizang has become a popular ecological and environmental lifestyle. The ecological and cultural vitality of the plateau, where humans and nature coexist harmoniously and pursue sustainable development, has been further stimulated.
Using heart, emotion, and effort to unleash the effectiveness of "group style" aid to Tibet——
Since 2015, the Organization Department of the Central Committee, together with the National Health Commission, the Ministry of Education and the counterpart provinces and cities that provide assistance to Xizang, has innovatively carried out "group" aid to Tibet for medical and educational talents, and expanded "group" aid to Tibet. This integrated, focused and intensive aid method has created a new path and injected new impetus into the development of Tibet.
In the past decade, the "group based" aid to Tibet has effectively contributed to the improvement and enhancement of major livelihood issues. Taking medical care as an example, more than 400 "serious diseases" have been prevented from leaving Xizang, and more than 2400 "moderate diseases" have been prevented from leaving the city. Common "minor diseases" can be basically treated in time in county hospitals.
The "group" aid to Xizang of educational talents has profoundly changed classroom teaching, management methods and educational concepts in Tibetan primary and secondary schools, and significantly improved the quality of students in all aspects. According to the data of the seventh national census, the number of people with college education in Xizang per 100000 people has risen from 5507 in 2010 to 11019 in 2020, and the number of years of education per capita of the newly added labor force has increased to 13.1 years.
Under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, and with the strong support of the people of the whole country, cadres and masses of all ethnic groups in Tibet have united and worked hard, achieving all-round progress and historic achievements in various undertakings. Together with the people of the whole country, they have ushered in a great leap from standing up, getting rich to becoming strong, and embarked on a new journey of comprehensively building a socialist modernized country.
Joining hands and working together to create a new situation
To comprehensively build a socialist modernized country, no nation can be left behind.
The Third Plenary Session of the 20th CPC Central Committee mapped out a grand blueprint for further comprehensively deepening reform and promoting Chinese path to modernization. Standing at a new starting point, adhering to the mainline of forging a sense of community for the Chinese nation, and further grasping the various tasks of paired assistance to Tibet, the work of paired assistance to Tibet in the new era will continue to create new situations.
To do a good job in assisting Tibet in the new era, we must adhere to the comprehensive leadership of the Party and strengthen organizational support——
In July 2022, in Lhasa, Xizang, the meeting of welcoming and seeing off cadres and talents who helped Tibet was held here. More than 2000 cadres and talents from the tenth batch of aid to Tibet, including professional and technical personnel in fields such as healthcare and education, have entered Tibet and taken over from the ninth batch, starting a three-year aid work in Tibet.
The key to handling China's affairs well lies in the Party. Adhering to the Party's comprehensive leadership and leveraging the Party's core leadership role in overseeing the overall situation and coordinating all parties is the political guarantee for doing a good job in targeted assistance to Tibet.
From assisting provinces and cities in Tibet to central enterprises, from personnel management to project planning... The work of assisting Tibet involves a wide range of aspects. Only by adhering to the comprehensive leadership of the Party over the work of assisting Tibet, implementing the Party's leadership in all fields and aspects of the work, and consolidating all forces with the core role of the Party's leadership, can we fully leverage the institutional advantages of concentrating efforts to accomplish great things, and ensure that party organizations at all levels and the vast number of party members and cadres continue to struggle, drawing a blueprint to the end and working one after another, can we ensure that the targeted assistance work to Tibet always moves in the right direction.
Over the past 30 years, especially since the new era, the work of counterpart assistance to Tibet has achieved remarkable results, fully demonstrating the advantages of the leadership of the CPC and the socialist system with Chinese characteristics, and once again proving that the CPC has always been the most reliable backbone of the Chinese people and the Chinese nation.
To do a good job in the new era's targeted aid to Tibet, it is necessary to improve the institutional mechanism for forging a strong sense of community among the Chinese nation and enhance the great unity of the Chinese nation——
Based on communication, exchange, and integration, the paired assistance work to Tibet plays a strong voice of national unity.
In the summer of 2023, Zhuhai Youth Symphony Orchestra and Choir of Guangdong Province will perform in Linzhi, Xizang, and get together with Linzhi's peers; In December of the same year, more than 170 teenagers from Nyingchi arrived in Zhuhai and sent them to collectors for singing and dancing, continuing the "love between mountains and seas" they had formed six months ago.
Pairing up, making friends, writing blessings, exchanging commemorative gifts, and experiencing each other's living atmosphere... In the laughter and joy, the seeds of national unity take root and sprout in the hearts of children.
Based on communication, exchange, and integration, the Chinese nation's big family is more harmonious and happy.
In April of this year, 145 newly recruited (hired) cadres from Changdu City set off to Chongqing, Tianjin, Fujian and other places for a six-month on-the-job learning program. This practice has formed a normalized mechanism in Xizang.
A series of flights and trains carried Xizang's youth, farmers and herdsmen, graduates, grass-roots cadres and other groups out of the plateau.
The targeted assistance to Tibet in the new era is becoming an important carrier for promoting deeper and more practical exchanges and integration among various ethnic groups. The flower of ethnic unity blooms everywhere, and all ethnic groups are tightly held together like pomegranate seeds. The sense of community of the Chinese nation is rooted in the hearts of all ethnic groups, laying a solid foundation for the construction of a strong country and the great cause of national rejuvenation.
To do a good job in the new era of targeted aid to Tibet, it is necessary to strengthen the construction of the talent team of aid cadres, and write a new chapter in continuing to promote the spirit of aid to Tibet——
"When you come here, you are Tibetans, and you will do well in Xizang", "Once a trip to Xizang, you will love Tibet all your life"... Groups of Tibetan aid cadres wrote emotional slogans on the Tibetan aid headquarters and apartment dormitories, and practiced in the vast snow covered plateau.
Under the new situation, facing the important political task of aid to Xizang, Party organizations at all levels strictly implement the requirements of selecting and appointing the best at the same level, focus on recommending and appointing cadres from among outstanding young cadres, continue to enrich and strengthen the talent force of aid to Tibet cadres, and provide an important organizational guarantee for building a new Tibet with socialist modernization.
