On the afternoon of August 26th, the State Council held its ninth special study session with the theme of "Implementing the National Strategy for Actively Responding to Population Aging and Promoting the Coordinated Development of the Elderly Care Industry and the Elderly Care Industry". Premier Li Qiang of the State Council emphasized during the study session that it is necessary to thoroughly study and implement General Secretary Xi Jinping's important instructions on aging work, conscientiously implement the national strategy of actively responding to population aging in accordance with the decision-making and deployment of the Party Central Committee, integrate the concept of active aging and healthy aging into the entire process of economic and social development, strengthen and improve aging work, and promote high-quality development of the aging industry.
Fudan University professor Wu Yushao gave a lecture. Vice Premier of the State Council Liu Guozhong, State Councilors Wang Xiaohong and Chen Yiqin made exchange speeches.
After listening to lectures and exchanging speeches, Li Qiang pointed out that population aging is the basic national condition of China for a long period of time in the future. We should objectively and dialectically view the new situation of aging development. We should not only attach great importance to the challenges brought by aging, but also recognize that aging contains new development opportunities, and the elderly population is also a valuable resource. We should follow the trend, take the initiative, enhance strategic forecasting, make forward-looking deployments, combine responding to population aging with promoting economic and social development, strengthen service, funding, and institutional guarantees, and cultivate new development momentum in actively responding to population aging.
Li Qiang pointed out that it is necessary to strengthen the service guarantee of "elderly care", focus on the shortcomings and weaknesses, and continuously optimize policies. Strengthen the construction of the home-based community elderly care service system, enhance the capabilities of day care, rehabilitation nursing, and home services, and explore effective ways to provide elderly care services in old residential areas. Improve the rural elderly care service network according to local conditions, expand the supply of inclusive, basic, and fallback care services, and support local areas to carry out mutual assistance for elderly care based on actual conditions. In response to the care needs of disabled elderly people, we will deepen the integration of medical care, elderly care, and health care, increase the supply of nursing beds, and develop long-term care services. Carry out large-scale skills training to enhance the attractiveness of the elderly care profession. We need to strengthen the financial guarantee of "elderly dependency", improve the national pooling system for basic pension insurance, and accelerate the establishment of a multi-level and multi pillar pension insurance system. We need to strengthen the institutional guarantee of "the elderly have a sense of purpose", actively develop elderly human resources, and create diversified and personalized employment positions suitable for the elderly. We must vigorously promote the expansion and quality improvement of the silver economy, strengthen the research and promotion of elderly products, continuously enrich the scene of elderly care services, strengthen quality supervision, and better meet the needs of the elderly.
Li Qiang emphasized that actively addressing population aging is a major strategic plan that is comprehensive and long-term. Each region and department should further enhance their sense of responsibility and urgency, formulate and improve policies more targetedly, solve key and difficult problems in elderly work, and continuously improve the well-being of the elderly.
