Enhance IPv6 traffic in key cities

According to the "Work Plan for Deepening the Scale Deployment and Application of IPv6 in 2024", the Cyberspace Administration of China and the Ministry of Industry and Information Technology recently jointly issued the "Work Plan for National Key City IPv6 Traffic Enhancement Special Action" (hereinafter referred to as the "Work Plan"), deploying IPv6 traffic enhancement special actions in 8 cities including Beijing, Tianjin, Shanghai, Shenzhen, Hangzhou, Hefei, Wuxi, and Yantai, aiming to promote the development level of IPv6 in key cities to a new level, drive the overall improvement of IPv6 traffic in the country through special actions, and provide replicable and promotable experience and practices for the whole country. In recent years, the Cyberspace Administration of China and the Ministry of Industry and Information Technology have taken the lead in promoting the large-scale deployment and application of IPv6. Various regions and relevant departments have strengthened overall coordination, policy support, application guidance, and collaborative promotion, gradually forming a development trend of systematic deployment, systematic connectivity, and collaborative application. As of July 2024, the number of active IPv6 users in China has reached 798 million, accounting for 73.04% of internet users. Mobile network IPv6 traffic accounts for 64.31%, and fixed network IPv6 traffic accounts for 21.34%. The Work Plan proposes that in about a year, the large-scale Internet application IPv6 drainage scale will be further expanded, the IPv6 opening rate of home routers will be significantly increased, the actual utilization rate of IPv6 of government enterprise dedicated lines of key units will be significantly improved, the data center carrying business will be upgraded comprehensively and provide IPv6 services to the outside world, and the IPv6 support rate of cloud service products will continue to increase. The proportion of fixed network and mobile network IPv6 traffic in key cities has significantly increased, and IPv6 upgrading and transformation of large Internet enterprises, terminal equipment enterprises, cloud service platforms in key cities have effectively driven the increase of IPv6 traffic in all regions of the country. The Work Plan proposes six aspects of work tasks. One is to conduct in-depth analysis of IPv6 network traffic. Organize the analysis of fixed network traffic, find out the composition of fixed network traffic and the proportion of various business traffic such as home broadband, Internet Data Center (IDC) business and government enterprise dedicated lines, sort out the list of users of large flow IDC business and the list of government enterprise dedicated lines of key units, and dig deeply into the difficulties and blockages in improving IPv6 traffic of various businesses. The second is to promote large-scale Internet application IPv6 drainage. Promote the deep transformation of large flow Internet application IPv6, support IPv6 for businesses, modules, domain names, etc. carried by the application service core computer room, give priority to IPv6 access under both fixed and mobile networks, promote nationwide IPv6 large-scale drainage, and comprehensively increase the proportion of IPv6 traffic in the content distribution network nodes at all levels such as core nodes and edge nodes. The third is to improve the IPv6 connectivity level of home terminals. Accelerate the replacement of old home gateways (optical modem) and customized home routers that do not support IPv6, promote the full adoption of IPv6 for existing home routers, fully enable IPv6 by default for newly produced home routers, promote smart home products such as smart TVs, smart set-top boxes, projectors to support and enable IPv6, and actively guide users to replace old home routers and enable IPv6 functionality. The fourth is to promote government and enterprise institutions to accelerate the popularization and use of IPv6. Promote the network equipment and Internet exports of key units to open IPv6, improve the IPv6 service capability of government enterprise special line products of basic telecom enterprises, strengthen the promotion of IPv6 business, open IPv6 by default for new users, actively guide and cooperate with existing users to open IPv6, and improve the IPv6 network access capability of industrial parks, science parks, conference centers, hotels and other large places. The fifth is to strengthen the IPv6 upgrade and transformation of data centers. Improve the IPv6 network access capability of data centers, fully enable IPv6 for data center export lines, actively guide and cooperate with users to enable IPv6, support and enable various application services carried by data centers, and increase the proportion of data center export IPv6 traffic. Sixth, improve the IPv6 service capability of cloud service platforms. Deepen the upgrade and transformation of mainstream cloud service platforms to IPv6, fully support IPv6 for cloud resource pools and various specifications of cloud products nationwide, enable IPv6 functionality by default for newly opened services, strengthen publicity and promotion of existing cloud product users, and proactively provide IPv6 upgrade guidance. The special action from August 2024 to July 2025 is divided into three stages: mobilization and deployment, task implementation, and summary and evaluation. At the same time, the Work Plan requires that special actions be implemented effectively through strengthening organizational leadership, highlighting demonstration and driving, strengthening monitoring and reporting, and enhancing publicity and guidance.
