The AEO cultivation and training base jointly built by Guangzhou Customs and Guangzhou Municipal Government was successfully unveiled on the 21st at the Cross border E-commerce Supervision Center of Guangzhou Baiyun Airport Comprehensive Bonded Zone (South District), marking the official completion and operation of Guangzhou's first AEO cultivation and training base. AEO (Authorized Economic Operator), also known as "Authorized Economic Operator", aims to certify enterprises with high credit status, compliance and level through customs, and provide preferential customs clearance convenience to certified enterprises. It is often regarded as the "golden signboard" for import and export enterprises to participate in international trade. AEO enterprises can enjoy a series of customs clearance conveniences, such as lower document review rates, lower inspection rates, priority inspections, and designated customs liaison officers to solve customs clearance difficulties. Chinese customs carry out AEO mutual recognition cooperation with customs of other countries or regions in accordance with relevant international treaties, agreements, etc. At present, China has signed AEO mutual recognition agreements with 28 economies, covering 54 countries (regions). The number of mutual recognition agreements signed and the number of mutual recognition countries (regions) ranks first in the world. According to Liu Kefeng, Director of the Enterprise Management and Inspection Department of Guangzhou Customs, as of August 20, 2024, there are a total of 893 AEO enterprises in the Guangzhou Customs area, ranking first in the country's customs. Among them, there are 22 "Fortune Global 500" and its affiliated enterprises, 17 "Single Champion" enterprises of the Ministry of Industry and Information Technology, and 277 "Specialized, Refined, Unique and New" enterprises at the provincial and ministerial levels. In the first seven months of this year, AEO enterprises in the Guangzhou Customs district accounted for less than 1% of the total number of registered import and export enterprises in the district, contributing over 40% of the district's import and export value. It is reported that the base utilizes digital and intelligent technologies such as VR and AI to demonstrate and interpret AEO certification standards, providing "zero distance" cultivation support for enterprises applying for customs AEO certification. There are five functional areas including AEO system promotion area, standard teaching area, simulation certification area, observation and cultivation area, and enterprise cooperation area. The characteristic curriculum system can be designed modularly according to the actual needs of the training objects, distinguishing between different stages such as basic teaching and advanced training, providing multi scenario switching, multi-dimensional simulation, and multi perspective participation in training courses and exchange projects, effectively improving the work effectiveness and ability level of AEO cultivation, certification, and international mutual recognition.
