For some time now, policies to support the development of low altitude economy have been intensively introduced in various regions. Beijing, Guangzhou, Shenzhen, Tianjin and other cities have successively released relevant action plans or solicited opinions to compete for the "cake" of the low altitude economy industry. Currently, China's general aviation and drone industries are thriving, and the low altitude economy is entering a new stage of rapid growth. The low altitude economy is related to the primary, secondary, and tertiary industries. Due to its long industrial chain, wide radiation, strong growth and driving force, it has become another emerging economic form after the digital economy and an important direction for cultivating and developing new driving forces. Since the 18th National Congress of the Communist Party of China, significant achievements have been made in the development of China's low altitude economy. The "Research Report on the Development of China's Low altitude Economy (2024)" released by the CCID Research Institute of the Ministry of Industry and Information Technology in April this year shows that the scale of China's low altitude economy will reach 505.95 billion yuan in 2023, with a growth rate of 33.8%, and is expected to reach 2 trillion yuan by 2030. Taking the drone industry as an example, data shows that the total output value of China's drone industry will exceed 152 billion yuan in 2023. At present, there are over 2200 drone manufacturers nationwide, and Guangdong, Jiangsu, Beijing, Shandong, Zhejiang, Shanghai and other places have established a relatively complete system for drone research and development, manufacturing, sales and service. Multiple leading enterprises have emerged, and the agglomeration effect has begun to emerge. These provinces have developed distinctive low altitude economic development models by carrying out the construction of low altitude economic demonstration zones, strengthening policy guidance, increasing infrastructure construction, actively formulating enterprise cultivation and industrial planning. A series of policies have been introduced successively to comprehensively support the development of low altitude economy. The "National Comprehensive Three dimensional Transportation Network Planning Outline" issued in 2021 includes "low altitude economy" in the national plan. The Central Economic Work Conference held in December 2023 proposed to develop several strategic emerging industries such as biomanufacturing, commercial aerospace, and low altitude economy. This year's Government Work Report explicitly cultivates strategic emerging industries such as low altitude economy and future industries as new growth engines. The Implementation Plan for Innovative Applications of General Aviation Equipment (2024-2030), released at the end of March this year, proposes that by 2030, general aviation equipment will be fully integrated into various fields of people's production and life, becoming a powerful driving force for low altitude economic growth and forming a trillion dollar market scale. The implementation of these policy measures has demonstrated enormous market potential and development prospects for China's low altitude economy. Meanwhile, in this process, there are also a series of urgent issues that need to be addressed. For example, China is at the forefront of the world in the research, development, manufacturing, and application of drones, with a first mover advantage. However, some developed countries are accelerating their strategic layout and technological innovation in the field of drones, while attempting to weaken China's competitiveness in this area through trade barriers, economic sanctions, and other means. For example, with the increasing openness of airspace, it is necessary to efficiently utilize airspace resources, which involves flight plan approval, route and time arrangements, as well as complex links such as air traffic command. With the increase of low altitude flight activities, especially the widespread application of drones, how to ensure flight safety and reduce accidents has become a problem that must be studied and solved. In addition, in the development of the drone industry in various regions, there is a lack of differentiation and characteristic development. This homogeneous competition limits the innovation and upgrading of the industry, and also has a certain impact on the formation of a healthy and orderly market environment. In this regard, we should focus on our development advantages, identify key issues, and solve them from multiple levels. On the one hand, accelerate the realization of high-level technological self-reliance and self-improvement. Sort out the entire industry chain of low altitude economy, identify key technologies that are "bottleneck", develop a list of domestic alternatives, increase investment, organize centralized research and development, and achieve technological autonomy and controllability step by step according to the importance and urgency of classification. Strengthen intellectual property protection and development, encourage and support different business entities to actively expand low altitude economic application scenarios and innovate business models. Strengthen the export management of key resources, products, and technologies related to low altitude economy, establish control lists for those that are related to national security and economic security, and ensure China's competitive advantage in the field of low altitude economy. On the other hand, strengthening regulatory construction and enhancing industrial development planning. Breaking through traditional constraints, addressing issues such as unreasonable allocation of low altitude resources, high market access barriers, and inadequate regulatory systems. Strengthen top-level design, formulate a scientific and reasonable policy framework, establish an authoritative, smooth, and efficient management and coordination mechanism, introduce policies and regulations that meet the requirements of low altitude economic development, clarify the rights boundaries, functional responsibilities, and evaluation mechanisms between various entities, regulate and guide the market to engage in healthy competition and operate in accordance with the law. Each region should formulate a low altitude economic development plan that is in line with its own situation, clarify development goals, key areas, and implementation paths, and develop low altitude economy according to local conditions. Through industrial policy guidance, optimize resource allocation, and promote the improvement and upgrading of the low altitude economy industry chain. In addition, explore low altitude economic application scenarios. Strengthen dynamic management of airspace, flexibly adjust airspace usage strategies, and meet the diverse needs of low altitude flight. Strengthen the supervision of low altitude flight safety, establish and improve the flight safety guarantee system, and ensure the safe and orderly operation of low altitude flight activities.
