Beijing releases' Artificial Intelligence+'action plan

On August 18th, it was learned from the Beijing Municipal Commission of Science and Technology and the Zhongguancun Management Committee that the Beijing Municipal Commission of Development and Reform, the Municipal Bureau of Economy and Information Technology, the Municipal Commission of Science and Technology, and the Zhongguancun Management Committee recently jointly released the "Action Plan for Promoting 'Artificial Intelligence+' in Beijing (2024-2025)" (hereinafter referred to as the "Action Plan"), which promotes the landing of artificial intelligence applications from three dimensions: benchmark applications, demonstration applications, and commercial applications, and constructs a panoramic view of empowering economic and social development with a large model. The Action Plan sets out the development goals: by the end of 2025, we will implement 5 benchmark application projects that benchmark the global leading level, organize 10 demonstration application projects that lead the country, and promote a number of commercial application achievements with broad application prospects, striving to form 3-5 advanced, usable, and independently controllable basic large model products, 100 excellent industry large model products, and 1000 industry success cases. The huge market size and massive application scenarios are the relative advantages of China's development of artificial intelligence Lin Jianhua, Deputy Secretary of the Party Group and Deputy Director of the Beijing Municipal Development and Reform Commission, introduced that Beijing will rely on the advantageous industry resources and technological innovation capabilities of the capital to organize and implement a batch of comprehensive and benchmark major application projects in five fields including robotics, education, healthcare, culture, and transportation, promote breakthroughs in core technologies of large models, enhance the engineering capabilities of artificial intelligence, improve the scientific and technological level and service quality of key industries, and form a new ecology of large model industry applications. Specifically, in the field of "artificial intelligence+robots", Beijing will integrate innovative resources, combine real scene needs, and launch robots that integrate embodied intelligence to drive the iterative evolution of embodied intelligence through applications; In the field of "artificial intelligence+education", Beijing will focus on gathering high-quality teaching cases, lecture materials, teaching methods, as well as teaching knowledge such as students' mental health, public order and good customs, to cultivate an interdisciplinary and cross stage education model platform; In the field of "artificial intelligence+healthcare", Beijing will build a three in one "Beijing Doctor" medical big model platform that innovates medical supervision mechanisms, balances the benefits of scientific research achievements between hospitals and doctors, and upgrades the intelligence of hospital information systems; In the field of "artificial intelligence+culture", Beijing will gather high-quality cultural and tourism data such as literary works, historical buildings, cultural relics, and scenic spot information, promote the deep integration of artificial intelligence and cultural tourism, and support the cultural big model service platform; In the field of "artificial intelligence+transportation", Beijing will generate simulation data of roads, vehicles, pedestrian flow, weather, etc. based on large models, accelerate autonomous driving simulation training, optimize the integrated technology route of vehicle road cloud network, explore single bike intelligent technologies such as FSD and ASD, and build an intelligent, efficient, and safe urban transportation network. In order to accelerate the implementation of standardized and replicable large-scale model industry applications, Beijing will also focus on 10 industry sub sectors, including scientific research exploration, government services, industrial intelligence, financial management, spatial computing, digital marketing, judicial services, broadcasting and media, power security, content security, etc., and support the linkage and pairing of municipal industry regulatory departments, relevant districts, industry application enterprises, and large-scale model enterprises to overcome common difficulties in scenario implementation. In terms of commercial applications, Tang Jianguo, Chief Economist of Beijing Municipal Bureau of Economy and Information Technology, introduced that Beijing will start from small incisions and practical scenarios, focusing on segmented application scenarios in industries such as education, healthcare, and culture, supporting large model enterprises, system integration service providers, and industry users to carry out applications, encouraging the development of large model applications such as intelligent agents and intelligent assistants, and leveraging technological innovation to empower industry applications. Officials from the Beijing Municipal Science and Technology Commission and Zhongguancun Management Committee introduced that Beijing will layout and construct a number of joint research and development platforms for artificial intelligence application scenarios.
