Benchmarking against the highest international standards and best levels, focusing on key areas and critical links, the China (Shanghai) Pilot Free Trade Zone (hereinafter referred to as the Shanghai Pilot Free Trade Zone) and the Lingang New Area have boldly experimented, boldly explored, and independently reformed, launching a series of pioneering policies one after another. A series of breakthrough practices have been deeply carried out, and a large number of landmark achievements continue to emerge, fully demonstrating the role of the pilot free trade zone as a test field for reform and opening up. On the 15th, it was learned from the press conference of the Shanghai Pilot Free Trade Zone Linkage Innovation Zone that Shanghai is studying and planning to establish a "linkage innovation zone" outside the existing implementation scope of the pilot free trade zone. With the "golden signboard" of the pilot free trade zone as the driving force, through strengthening institutional integration design and precise supply, the policy scope of the pilot free trade zone will be organically extended, and breakthroughs in key areas of reform, opening up, and innovation will be deepened. According to officials here, this measure is conducive to further cultivating and releasing the overall effectiveness of high-level reform and opening up, and helping Shanghai accelerate the shaping of new development momentum and advantages. It is reported that the Shanghai Municipal Government has approved the establishment of the Shanghai Pilot Free Trade Zone Joint Innovation Zone in six key areas including Huangpu, Xuhui, Hongkou, Yangpu, Baoshan, and Minhang, as well as six comprehensive bonded zones outside the Shanghai Pilot Free Trade Zone, including Songjiang, Caohejing, Fengxian, Jinqiao, Qingpu, and Jiading, forming the first batch of "6+1" joint innovation zones and the "one zone, one plan". Among them, the Huangpu Linkage Innovation Zone covers the Bund area, Binjiang Central Science and Technology Innovation Area, Huaihai Xintiandi Area and People's Square Area, with a total area of about 14 square kilometers. It focuses on financial services and import trade, and proposes a number of tasks and measures in promoting the overseas financial professional qualification recognition mechanism, broadening the financing channels of science and innovation enterprises, piloting a new bonded exhibition and trade model, implementing hierarchical and classified management of art institutions, and exploring three-dimensional land management model with three-dimensional cadastral as the core. The Xuhui Collaborative Innovation Zone covers the Greater Xujiahui area, the West Bund Riverside area, the Caodi Development and Expansion area, the Xuhui Zhongcheng area, and the Huajing Gateway area, with a total area of approximately 45 square kilometers. It focuses on artificial intelligence, digital economy, and the transformation of scientific and technological achievements, and proposes a number of task measures in promoting the integration of artificial intelligence industry and education, creating a digital economy corpus ecosystem, promoting efficient, convenient, and safe data export, encouraging and regulating the development of new research and development institutions, and promoting the construction of high-quality incubators. The Hongkou Linkage Innovation Zone covers the North Bund area, with a total area of approximately 4 square kilometers. It focuses on high-end shipping and financial services, as well as green and low-carbon services. A number of task measures have been proposed in implementing foreign-related commercial and maritime arbitration, expanding new forms of green shipping, attracting and gathering green and low-carbon international talents, promoting the development of cross-border RMB business, innovating the supply of technology and financial products, and exploring new models for enterprise out of court restructuring. The Yangpu Collaborative Innovation Zone covers the Da Chuang Zhi Ke Chuang Corridor area and the Binjiang International Innovation Show area, with a total area of approximately 23 square kilometers. It focuses on scientific and technological innovation cooperation and the development of online new economy, and proposes a number of tasks and measures in collaborative efforts to create a high-energy innovation platform, strengthen international innovation resource docking, promote cross-border transformation of scientific and technological achievements, explore new models of close cooperation between schools and enterprises in the zone, promote innovative development of digital trade, and encourage open innovation of digital economy enterprises. The Baoshan Linkage Innovation Zone covers the Shanghai International Cruise Tourism Resort, Baoshan Park in Zhangjiang High tech Zone, and the core functional area of green and low-carbon supply chain, with a total area of about 50 square kilometers. It focuses on the cruise economy and green and low-carbon supply chain, and proposes a number of tasks and measures in innovating the customs clearance mode of cruise ports, deepening the innovation of international cruise port supply management, building a cruise talent education system, enhancing the public service platform function of green and low-carbon supply chain, and promoting the construction of carbon finance system. The Minhang Joint Innovation Zone covers the industrial sectors of the Hongqiao International Central Business District (Minhang part) and the "Big Zero Bay" Science and Technology Innovation Strategy Source Functional Zone, with a total area of about 46 square kilometers. It focuses on new international trade and high-end intelligent manufacturing, and proposes a number of task measures in improving the level of the bonded logistics center (B-type) in the Hongqiao Business District, expanding the functions of public bonded warehouses, supporting the sharing of scientific research instruments and equipment, and promoting cross regional industrial cooperation in the field of high-end equipment. The comprehensive bonded zone linkage innovation zone covers the entire area of six comprehensive bonded zones outside the Shanghai Pilot Free Trade Zone, with a total area of about 11 square kilometers. It focuses on improving the level of cross-border trade facilitation and the development of new forms and models of foreign trade. It proposes a number of task measures in supporting the agglomeration of cross-border e-commerce industry, exploring and expanding "bonded+" business, optimizing cross-border fund settlement services, strengthening the supply of various factors such as land, and promoting the coordinated development of customs special supervision areas.
