In recent years, the new generation of artificial intelligence has been riding the wind and flourishing, becoming an important driving force for the new round of technological revolution and industrial transformation. It has had a profound impact on global economic and social development and human civilization progress, and has become an important strategic issue of universal concern to countries around the world. In China, AI is an important engine to accelerate the cultivation and development of new quality productivity. China has currently entered the leading track in the global artificial intelligence field. According to data from the World Intellectual Property Organization, from 2014 to 2023, there were a total of 54000 patent applications for generative artificial intelligence worldwide. Among them, China applied for 38000, accounting for 70%, ranking first in the world, while the United States applied for 6276, ranking second. Reuters recently reported that according to a survey of 1600 industry decision makers around the world conducted by American artificial intelligence and analysis software companies SAS and Coleman Parks Research, 83% of Chinese respondents used generative AI, which is higher than 70% in the United Kingdom, 65% in the United States, and 54% in the world on average. China not only focuses on strengthening its own artificial intelligence capabilities, but also actively advocates and practices global governance of artificial intelligence, committed to providing more public goods for the international community and building a cooperation platform for countries around the world. In October last year, China proposed the "Global Artificial Intelligence Governance Initiative", which systematically answered the major issues of why and how to strengthen global governance of artificial intelligence. China is willing to strengthen exchanges and dialogue with other countries, jointly promote the healthy, orderly and safe development of global artificial intelligence, and provide direction for the development and governance of global artificial intelligence. In July of this year, the 78th United Nations General Assembly unanimously passed the resolution proposed by China to strengthen international cooperation in building artificial intelligence capabilities, with over 140 countries participating in the joint signature of the resolution. This resolution is the first international cooperation resolution on artificial intelligence capacity building by the United Nations, fully demonstrating China's responsible attitude and important leading role in the development and governance of artificial intelligence. Since 2018, China has held the World Artificial Intelligence Conference every year, bringing together top scientists from around the world, including Turing Award, Fields Medal, and Nobel Prize winners, as well as political leaders, entrepreneurs, investors, and others from various countries to discuss and promote new developments in the field of artificial intelligence. With the continuous breakthroughs of new technologies in artificial intelligence, the emergence of new business models, and the accelerated expansion of new applications, it faces a series of new challenges in areas such as law, safety, employment, and ethics. How to seek benefits and avoid harm, so that artificial intelligence can truly serve human development goals? How to strengthen international cooperation and achieve the goal of shared governance of artificial intelligence? The development of artificial intelligence urgently requires countries to deeply explore and consolidate consensus, seize opportunities and overcome challenges together. Putting people first is the fundamental concept. Man is the spirit of all things. As the strongest innovative application cultivated by humans, artificial intelligence can only rely on and serve humanity. The development and application of artificial intelligence should adhere to the principle of "intelligence for good", conform to the common values of peace, development, fairness, justice, democracy, and freedom for all mankind, and comply with applicable international law and relevant ethical and moral principles. Actively supporting the empowerment of various industries with artificial intelligence, supporting sustainable development, addressing global challenges such as climate change and biodiversity conservation, and promoting the development of artificial intelligence in a direction conducive to the progress of human civilization. Innovation cooperation is an endogenous driving force. In the era of globalization, a single tree cannot make a forest, and no country can independently develop all artificial intelligence technologies. To achieve sustained breakthroughs in the development of the artificial intelligence industry and greater release of the intelligence dividend, it is necessary to strengthen international cooperation, promote joint technological breakthroughs, cross-border data flow, free trade of equipment, and interconnectivity of facilities, strengthen basic research and talent exchange and cooperation, promote the sharing of relevant technologies and standards, jointly maintain the security and stability of the industrial and supply chains, and promote the continuous emergence of innovative achievements. Unfortunately, some countries have implemented "small courtyards and high walls" in the field of artificial intelligence, attempting to prevent China's progress in artificial intelligence by prohibiting the export of advanced artificial intelligence chips to China and restricting the participation of Chinese companies. This approach that disregards the objective laws of technological development, market economy, and fair competition principles will ultimately hinder the common progress of humanity. Equal development is an important principle. With the rapid development of artificial intelligence technology, some developed countries have made significant achievements in the field of artificial intelligence by leveraging their first mover advantages in technological innovation, product research and development, and ecological creation. However, one third of the world's population still has no access to the Internet. Most countries, especially developing countries, have not yet truly benefited from the process of artificial intelligence. All countries have the equal right to develop and utilize artificial intelligence, and should adhere to openness, inclusiveness, and non discrimination, continuously bridge the digital and intelligent divide, help developing countries strengthen capacity building, carry out international cooperation and assistance, and ensure that all countries equally enjoy the benefits brought by artificial intelligence. It is worth mentioning that the China BRICS Artificial Intelligence Development and Cooperation Center officially launched operations in Beijing in July this year, actively creating a model for developing countries to unite and cooperate in practical cooperation on artificial intelligence. Collaborative governance is a powerful guarantee. With the development of global digitization, problems such as false and erroneous information generated by artificial intelligence, military application risks of artificial intelligence, and significant loss events caused by digital security are constantly emerging. The 2024 Global Risks Report released by the World Economic Forum points out that the negative consequences of artificial intelligence will be one of the biggest risks facing the world in both the short and long term. The International Telecommunication Union recently surveyed its 193 member countries on the issue of artificial intelligence governance and found that 85% of countries have not yet taken governance and regulatory measures, but all countries have expressed interest in the issue. The international community should work together to promote cross-border and cross regional exchanges and cooperation, support the United Nations in playing the role of the main platform and channel, coordinate major issues related to the development, security, and governance of artificial intelligence, strengthen international cooperation in building artificial intelligence capabilities, ensure that all countries, especially developing countries, fully and equally participate in the global governance of artificial intelligence, and enhance the representation and voice of developing countries in the global governance of artificial intelligence.
