What and how should "artificial intelligence+" be "+"? First tier cities represented by Beijing, Shanghai, and Shenzhen are actively exploring development paths. Recently, the "Beijing Action Plan for Promoting 'Artificial Intelligence+'" was officially issued and implemented. In the future, Beijing will rely on large model innovation resources and industrial foundations to take the lead in building an AI native city, and promote becoming a globally influential source and application highland of artificial intelligence innovation. Lin Jianhua, Deputy Secretary of the Party Group and Deputy Director of the Beijing Municipal Development and Reform Commission, believes that artificial intelligence technology is both technology driven and application-oriented. 'Artificial Intelligence+' adds' various industries+application scenarios', effectively applying artificial intelligence to various aspects of the national economy. The core orientation of the "Beijing Action Plan for Promoting 'Artificial Intelligence+'" this time is "application". The huge market size and massive application scenarios are the advantages of China's development of artificial intelligence. According to statistics, in 2023, the scale of the artificial intelligence industry in Shenzhen will increase by more than 20% year-on-year, and the number of artificial intelligence enterprises will increase by nearly 20% year-on-year, forming a good pattern of collaborative development among a large number of startups led by top companies such as Huawei and Tencent, supported by high growth enterprises such as Yuanxiang Technology, Simo Technology, Tuzhan Intelligence, and Shenxin. In 2023, the core output value of Beijing's artificial intelligence industry will exceed 250 billion yuan. At present, Beijing has registered and launched 82 large-scale models, accounting for over 40% of the national total. Yang Yongheng, Director of the Research Department of Beijing Economic Information Center, stated that currently, Beijing has formed a comprehensive advantage in the artificial intelligence industry. Zhiyuan Research Institute, Baidu, Zhipu Huazhang, Shengshu Technology, and others have iteratively released artificial intelligence large-scale model products. Zhang Lei, the head of Schneider Electric (China) Software R&D Center, believes that the application of AI in the industry is shifting from "+AI" to "AI+", and AI is the driving force, driving the synchronous evolution of existing technologies and AI. How to create unique core advantages through AI and generate practical business value has become a focus of attention for enterprises. AI can only truly unleash multiple values with the support of "scenarios". Industry insiders believe that the application scenarios of AI are becoming increasingly common, running through various stages such as research and development design, production and manufacturing, and operation and maintenance management. It is a crucial part for factories to upgrade from digitalization to intelligence. How to accelerate the practice of artificial intelligence and "+" it? The answer given by Beijing is to plan and promote from three dimensions: benchmark applications, demonstration applications, and commercial applications, and build a panoramic view of empowering economic and social development with a large model. Specifically, by the end of 2025, we will implement 5 benchmark application projects that benchmark against the global leading level, organize 10 demonstration application projects that lead the country, and promote a number of commercial application achievements with broad application prospects, striving to form 3 to 5 advanced and controllable basic large model products, 100 excellent industry large model products, and 1000 industry success cases. Lin Jianhua said that Beijing will select key fields with rich resource elements, relatively mature foundation, great development potential and significant driving effect, such as robot, education, medical and other sub industries, and organize and implement a batch of comprehensive and benchmark major application projects. These projects will fully rely on market mechanisms to form a closed loop of integrated development of computing power, data, models, and applications, and then condense replicable and promotable models to empower thousands of industries and explore effective paths of "artificial intelligence+". With the comprehensive upgrade of domestic large model performance, advanced large model capabilities will gradually be transformed into product applications in commercial scenarios. Tang Jianguo, Chief Economist of the Beijing Municipal Bureau of Economy and Information Technology, introduced that Beijing will start from small incisions and real-life scenarios, focus on industry hotspots and social concerns, fully leverage the empowering role of big model technology innovation in industry applications, and cultivate a batch of commercial applications of big models. For example, supporting large model enterprises to pair up with equipment manufacturers for research and development, focusing on new hardware terminals such as computers, mobile phones, home appliances, and automobiles, to develop and apply embedded large model components and intelligent systems. Shenzhen also has its own answer. Recently, the Shenzhen Bureau of Industry and Information Technology issued the "Action Plan for Accelerating the Construction of an Artificial Intelligence Pioneer City in Shenzhen", aiming to promote the integration and innovation of artificial intelligence technology, application scenarios, and business models, accelerate the construction of the National New Generation Artificial Intelligence Innovation Development Pilot Zone and the National Artificial Intelligence Innovation Application Pilot Zone, and make every effort to build an artificial intelligence pioneer city, accelerate the cultivation and formation of new quality productivity. Specifically, Shenzhen will focus on areas such as intelligent products, application scenarios, and intelligent connected vehicles, striving to create five pioneers: "full stack innovation pioneer, intelligent product pioneer, data cross-border pioneer, scenario application pioneer, and intelligent driving pioneer". In terms of full stack innovation, Shenzhen will build an artificial intelligence ecosystem by constructing an intelligent computing power system of "one super, multiple strong overall scheduling", accelerating the full stack innovation of core technologies, laying out major research platforms for artificial intelligence, and establishing a domestic artificial intelligence ecological source innovation center. Previously, He Qing, Secretary and Director of the Party Committee of Shanghai State owned Assets Supervision and Administration Commission, Cheng Peng, Secretary of the Party Committee for Economic Informatization Work of Shanghai, and representatives of 11 municipal enterprises jointly released the "Shanghai State owned Assets Supervision and Administration AI+Action Initiative". He Qing stated that in the future, Shanghai's state-owned enterprises will deeply implement the action of deepening and upgrading state-owned enterprise reform, further seize opportunities, increase investment, and effectively leverage the "leading goose effect" of artificial intelligence empowering industries, the "activation effect" of driving potential industries, and the "multiplier effect" of improving the total factor productivity of enterprises. With the passage of time, the implementation of intelligent scenarios in the industry is showing a trend of deeper and broader consolidation of the technological foundation. But the advancement of artificial intelligence applications still requires continuous support from underlying technologies. In May of this year, Tencent Cloud released three PaaS tools: "Big Model Knowledge Engine", "Big Model Image Creation Engine", and "Big Model Video Creation Engine", allowing enterprises to quickly access the underlying capabilities of big models and build applications suitable for their own scenarios. Tencent Group Vice President Jiang Jie stated that Tencent regards artificial intelligence as its long-term strategy, and the company adheres to independent technological innovation as its core driving force, combining scenarios to promote AI research and implementation. After iterative upgrades, the parameter count of Tencent's hybrid large model has reached trillions. Tencent will promote the application of cutting-edge artificial intelligence technologies such as big models in the real economy, cultural protection, scientific discovery, and other fields, providing technical support for the intelligent upgrading of the whole society. At the recent World Artificial Intelligence Conference held in Shanghai, several companies showcased their new progress in the field of large models. SenseTime has released the WYSIWYG model "Ririxin 5o", which integrates cross modal information and brings a new AI interaction mode based on various forms such as sound, text, image, and video; Alibaba Cloud CTO Zhou Jingren announced the latest progress of the Tongyi Big Model and Alibaba Cloud Bailian platform: from May to June this year, the download volume of the Tongyi Qianwen open source model doubled, exceeding 20 million times, and the number of Alibaba Cloud Bailian service customers increased from 90000 to 230000, an increase of over 150%; Kingsoft Office has released WPS AI 2.0 and launched Kingsoft Government Office Model 1.0. Wu Yunsheng, Vice President of Tencent Cloud and Head of Youtu Laboratory, stated that through continuous iteration and development of products such as large model base, TI platform, knowledge engine, image creation engine, video creation engine, etc., large models are being implemented to help enterprises improve quality and efficiency. Experts say that the development of big model technology is far from bottoming out and requires continuous iteration. Currently, the development of artificial intelligence both domestically and internationally exhibits the following characteristics: on the one hand, continuous promotion of large-scale model research and development from the three elements of computing power, data, and algorithms; On the other hand, we will simultaneously promote the application of large-scale models in the industry, and improve the intelligence level of models through application verification and feedback. In order to bridge the "last mile" of artificial intelligence application landing, the Beijing Municipal Science and Technology Commission and Zhongguancun Management Committee actively plan to build a number of joint research and development platforms for artificial intelligence application scenarios, supporting industry users to take the lead and collaborate with advantageous artificial intelligence technology enterprises to carry out joint research and development. Han Jian, Director of the Information Technology Department of the Beijing Municipal Science and Technology Commission and Zhongguancun Management Committee, introduced that the platform aims to integrate innovative resources and high-quality data in the field of artificial intelligence, open up core business scenario requirements, provide a joint research and development environment, attract and gather advantageous innovation teams, accelerate the progress of artificial intelligence technology and industrial landing. The platform will serve as a bridge connecting industry users, enterprises, universities, and research institutions, providing integrated services such as technology research and development, scenario verification, achievement transformation, and talent cultivation. In the future, the Beijing Municipal Science and Technology Commission and Zhongguancun Management Committee will regularly solicit joint research and development platforms from all over the city, and provide support policies for platform co construction units in science and technology projects, finance, talent, parks, intellectual property, exchange and cooperation in accordance with the principle of "one mature group, one initiated group".
