Recently, the National Development and Reform Commission, the State Administration for Market Regulation, and the Ministry of Ecology and Environment jointly issued the "Action Plan for Further Strengthening the Construction of Carbon Peak and Carbon Neutrality Standard Measurement System (2024-2025)" (hereinafter referred to as the "Plan"), which requires accelerating the development of new infrastructure efficiency standards, strengthening the research and development of key product and equipment recycling standards, and encouraging enterprises to establish energy and carbon emission data collection and analysis systems using technologies such as 5G. Significant breakthroughs will be made in carbon measurement technology in key areas, and the energy consumption and energy efficiency technical indicators of key industries and products will basically reach the international advanced level. The plan proposes to accelerate the updating and upgrading of product energy efficiency standards. Accelerate the development of new energy efficiency standards for infrastructure such as electric vehicle charging piles and fifth generation mobile communication (5G) base station equipment, include high-voltage motors, servers, and other products in energy efficiency labeling management, and study and formulate implementation rules for energy efficiency labeling in data centers. The Plan specifies the need to strengthen the development of standards for the recycling of key products and equipment. Develop recycling and dismantling standards for automobiles, electronic products, household appliances, etc., and study and formulate relevant standards for the recycling and utilization of agricultural machinery components. The Plan emphasizes the need to strengthen the support and guarantee of measurement for carbon emission accounting. Fully leverage the role of the national energy consumption online monitoring system and encourage enterprises to establish energy and carbon emission data collection and analysis systems using fifth generation mobile communication, blockchain and other technological means. Explore the establishment of a national greenhouse gas emission factor measurement and verification platform in accordance with the construction requirements of the national greenhouse gas emission factor database.
