The development of digital economy, film and short drama industry in Lingshui, Hainan is gradually emerging

In the southeastern part of Hainan Island, there is a picturesque sea breeze town nestled by mountains and facing the sea. Within a complex of over 2000 villas, the Sea Breeze International Film and Television Base has been established, with clustered bases for short dramas, games, e-commerce, and more. Haifeng Town is becoming the core area for the development of digital economy in Lingshui Li Autonomous County, Hainan Province, and the film and television short drama industry is gradually emerging. In the design of the Hainan Free Trade Port system, data security and orderly flow are important components. To develop new quality productivity, Hainan plans to improve its digital infrastructure such as 5G, green computing power, and international communication submarine cables, aiming to strengthen its digital capabilities. Previously, the world's first commercial underwater data center landed in Lingshui, creating favorable conditions for the county's development of the digital economy. Liu Jinpeng, Director of the Science and Technology and Industrial Information Bureau of Lingshui Li Autonomous County, introduced that Haifeng Town, as the core area for the development of digital economy in Lingshui, has a planned total land area of about 273.11 hectares and has built 2154 villas and related supporting facilities, with the spatial carrier characteristics of "beauty, refinement, and small". At present, Haifeng Town has implemented 31 projects, forming a "1+3+N" data industry development pattern centered on three industrial chains: "film and television dramas," "games and anime," and "cross-border e-commerce," gradually gathering and cultivating other industrial chains. The experience of shooting short dramas in Lingshui is very good. The Haifeng International Film and Television Base has rich scenes for the crew to choose from, and the natural scenery on tropical islands is even better. Outdoor shooting can be completed from the base Zhang Guoqiang, the on-site deputy director of a production team, said that the production cycle of short dramas is short, and there is a high demand for short dramas in the current market. Being able to complete the entire drama in the same base is a positive factor for the production team. Yang Ruo, Deputy General Manager of Lingshui Li Autonomous County Development Holding Group Co., Ltd., introduced that the shooting scene layout project of Haifeng International Film and Television Base started construction in early May this year, with a total of 90 different styles of shooting scenes and a total area of about 14000 square meters. In addition, the base also includes over a hundred villas for other enterprises in the film and television industry chain, such as production teams, script creation, post production, and distribution, to settle in. When the Sea Breeze International Film and Television Base was not officially open to the public, some film crews wanted to enter the base for filming. Recently, two dramas have settled in the base and finished filming, and two more dramas are about to start filming Kan Chunyu, Marketing Director of Lingshui Yingliwanxiang Digital Media Industry Co., Ltd., the operator of the base, said that during the 2024 Hainan Southeast Lingshui Technology Art Carnival held from August 9 to 11, the Haifeng International Film and Television Base will meet with the public. Tourists can experience acting or directing in person, and friends who like to take photos can gather different scenes in one stop, providing tourists with a new experience of "film and television+tourism". Liu Jinpeng stated that in the future, Haifeng Town will take "cultural globalization" as its strategic direction and create the "first city for cultural globalization".
