The "Guidelines" adhere to preventing industry diseases and encouraging innovative development, clarify specific requirements, handling methods, and consequences of illegal and irregular activities, aiming to guide industry associations and chambers of commerce to develop in a standardized and healthy manner, safeguard the legitimate rights and interests of industry associations and chambers of commerce and other business entities, and better play the positive role of industry associations and chambers of commerce in the market economy. The "Guidelines" consist of 7 chapters with a total of 54 articles, among which the "General Provisions" section clarifies the drafting purpose, scope of application, types of fees, basic principles, and basic requirements; The "Membership Fees" section provides a detailed overview of the requirements for establishing membership fee standards, managing receipts, prohibiting mandatory membership, and prohibiting multiple fees; The three parts of "administrative fees", "business service fees", and "other fees" provide clear requirements for administrative fees, business service fees, and other types of fees, including bill management, government commissioned matters, mandatory training, professional qualification examinations, and other aspects; The "Violation Handling" section clearly points out various illegal and irregular charging behaviors and corresponding handling methods; The "Supplementary Provisions" section clarifies the applicable subjects and guiding principles of the "Guidelines". The three departments stated that the release of the "Guidelines" is an important step in establishing a long-term mechanism for the supervision of fees by industry associations and chambers of commerce, as well as the first step in the construction of a fee supervision system for enterprises.
