In terms of actively creating a healthy, fair, and orderly competitive environment, the opinions propose to improve market fair competition rules, strengthen competition management in the basic telecommunications market, and establish monitoring, inspection, and reporting mechanisms for fair competition in key areas such as campus telecommunications markets. In further building a standardized, transparent, and predictable regulatory environment, the opinions propose innovative, inclusive, and prudent regulatory methods, building a "network management network" regulatory capability, and strictly regulating administrative supervision and law enforcement. In terms of focusing on building a convenient, reliable, and high-quality service environment, the opinions clearly state that there should be a direct channel for the public to express their demands.
