Recently, the "Three Year Action Plan for Building Guangzhou International Shipping Hub (2024-2026)" (hereinafter referred to as the "Three Year Action Plan") was officially issued with the approval of the Guangzhou Municipal Party Committee and Government. The Three Year Action Plan proposes 31 tasks and 4 safeguard measures from eight aspects, including improving the level of international shipping hubs and enhancing the comprehensive service capabilities of ports. Since 2015, Guangzhou has formulated and implemented three rounds of three-year action plans to continuously improve the level of international shipping hubs. Through the implementation of the third round of three-year action plan (2021-2023), multiple indicators of Guangzhou Port have reached the forefront globally and nationally. The collection and distribution system is more smooth, with 268 container shipping routes; The infrastructure is gradually improving, with 13 new berths of over 10000 tons and 10 new berths of 100000 tons and above added in three years; The high-end shipping business is accelerating its aggregation, with a transaction volume of 7.57 billion yuan and 2444 vessels completed in three years; Major strategies are being vigorously and orderly promoted, the construction of the Lingang Economic Zone is accelerating, and the construction of the Greater Bay Area Shipping Joint Trading Center is progressing in an orderly manner. The Three Year Action Plan will take the promotion of high-quality development as the theme, the construction of world-class ports as the goal, the in-depth promotion of the construction of the Guangdong Hong Kong Macao Greater Bay Area, the implementation of the Nansha Plan and other major strategies as the traction, improve the energy level of Guangzhou's international shipping hub, enhance the capacity of shipping resource allocation, promote the construction of the port economic zone, develop the new quality productivity of port and shipping, and improve the key industrial chain groups. By 2026, Guangzhou Port will strive to achieve 700 million tons of cargo throughput, 27 million TEUs of container throughput, 800000 TEUs of sea rail intermodal transportation, 1.6 million commercial vehicle throughput, and more than 15 billion yuan of fixed assets investment of port and shipping. It is reported that in order to promote the formation of a pattern of promoting production through ports, strengthening ports through production, and promoting the coordinated development of port industry and city intelligence, the "Three Year Action Plan" will focus on vigorously developing the port economy and building a modern port industry system. At the strategic level, the spatial layout of the Lingang Economic Zone will be optimized. It is reported that the "Three Year Action Plan" proposes to develop productive forces characterized by high technology, high efficiency, and high quality by exploring new models and formats of port and shipping economy, comprehensively improving the level of port intelligence, and accelerating the process of port and shipping greening. In terms of cultivating new forms of port and shipping economy, we will accelerate the cultivation of international consolidation and distribution business, improve consolidation warehousing and transportation networks, and create an international LCL center; We will support port and shipping enterprises to deeply participate in cross-border e-commerce business and promote the construction of a global premium product distribution center digital service trade platform; We will vigorously develop the cruise economy, promote the layout of commercial complexes in Nansha cruise homeport, and support the landing of duty-free goods business qualifications in Nansha; We will expand the application of low altitude intelligent aircraft in the field of port logistics. In terms of smart and green development, we support enterprises to use digital and green technologies to transform and enhance traditional industries, initiate and guide a number of projects to carry out pilot projects for building a strong transportation country, and enhance the industry's scientific and technological innovation capabilities and levels. Expand the application scenarios of new generation technology in port production and operation, daily management and other fields, and actively promote the integration and application of port and industrial Internet, blockchain, artificial intelligence (AI) and other technologies. Intensify the planning and layout of green power in the port and shipping industry, expand the application scenarios of clean energy in the consumer end of the port and shipping industry, and promote the demonstration and creation of green and low-carbon port areas. At the same time, the plan will further improve port auxiliary business, support the introduction of policies to support the supply of bonded fuel for international navigation ships, strive for registered enterprises in the pilot free trade zone to carry out bonded high sulfur fuel oil and low sulfur fuel oil blending and blending, biodiesel and low sulfur fuel oil blending and blending business in bonded warehouses, build green fuel supply chains such as methanol and ammonia, and promote the development of multi category bonded fuel refueling business.
