On the afternoon of July 30th, the Political Bureau of the Central Committee of the Communist Party of China held its 16th collective study on promoting the construction of modern border, sea, and air defense. We must adhere to the guidance of the Thought on Socialism with Chinese Characteristics for a New Era, base ourselves on the overall national security strategy and military strategy, coordinate the domestic and international situations, grasp the new situations, characteristics, and requirements of border, sea, and air defense, strengthen our sense of mission, innovate our ideas and measures, vigorously implement our work, and strive to build a strong and stable modern border, sea, and air defense.
The collective study of the Central Political Bureau was held on the eve of the August 1st Army Day.
Comrade Huang Jizhong from the Joint Staff Department of the Central Military Commission gave a lecture on promoting the construction of modern border, sea, and air defense, and put forward work suggestions. Since the 18th National Congress of the Communist Party of China, the Party Central Committee has consistently placed the construction of border, sea, and air defense in an important position in governing the country, strengthened the joint efforts of the Party, government, military, police, and the people to strengthen border defense, led the implementation of a series of major reforms in the leadership and management system, force structure, and policy system of border, sea, and air defense, commanded and carried out a series of major actions in border, sea, and air defense, effectively defended China's territorial sovereignty and maritime rights and interests, and safeguarded national security and development strategic initiative. China has made historic achievements in border, sea, and air defense construction, standing at a new starting point.
We must adhere to a systematic approach, strengthen overall planning, and enhance the overall ability to defend our country and borders. We need to coordinate and promote the construction of border, sea, and air defense with the economic and social development of border and coastal areas, strengthen the interconnection and sharing of infrastructure, and create a pattern of border, sea, and air defense construction that can effectively maintain security and strongly support development. We need to strengthen technological empowerment, enhance the construction of new means and conditions for border, sea, and air defense, and build a three-dimensional intelligent control system for border, sea, and air defense. To enhance good neighborly friendship and pragmatic cooperation with relevant countries, and create a favorable surrounding environment for border, sea, and air defense construction.
We must adhere to the principle of simultaneous operation, reform, and improvement, optimize the leadership and management system of border and coastal defense, improve the cross military civilian coordination mechanism, strengthen relevant legal construction, and ensure that all border and coastal defense work is standardized, orderly, smooth, and efficient. To do a good job in national air traffic management and promote the healthy development of low altitude economy. To optimize the construction mode of civil air defense and build a modern civil air defense system.
The military should actively communicate and coordinate with local authorities, and relevant departments of the central and state organs, local party committees, and governments should strengthen their national defense awareness, conscientiously fulfill their duties, and fully implement various tasks of building and consolidating national defense.
