Recently, commissioned by the State Council, relevant officials from the National Development and Reform Commission delivered a report on promoting the development of the private economy to the 10th meeting of the 14th National People's Congress Standing Committee. The report shows that from 2012 to 2023, the proportion of private enterprises in the total number of enterprises in the country has increased from 79.4% to 92.3%, and the average annual growth rate of private enterprises' import and export volume has increased by 11.1%. The proportion of private enterprises in the total import and export volume of the country has increased from around 30% to over 50%. The private economy has become an indispensable and important force in promoting the development of our country. The Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese path to modernization (hereinafter referred to as the "Decision") proposes to support capable private enterprises to take the lead in undertaking major national technological research tasks and further open major national scientific research infrastructure to private enterprises. The above deployment made in the Decision is an important measure to further optimize the development environment of the private economy and build a high-level socialist market economy system. According to the "Report on the Authorization of Invention Patents by Chinese Private Enterprises (2021)", the number of invention patents authorized in China reached 696000 in 2021, with private enterprises accounting for seven of the top ten domestic enterprises. Private enterprises have become an indispensable force in the development of China's market economy, and an important subject of technological innovation and practice. Economic development cannot be separated from technological innovation. The reason why some large private enterprises in China can take the initiative in the market for a long time is largely due to their emphasis on technological innovation; Some rising stars have also successfully established themselves in the market by increasing the technological content of related products. The transformation and development of private enterprises, as well as increasing investment in technological innovation, are the result of constantly changing market demand and the direction of economic transformation and upgrading. The Decision proposes to improve the long-term mechanism for private enterprises to participate in major national project construction, further releasing positive signals that will guide private enterprises to pay more attention to research and development innovation, continuously improve their own strength, and ultimately feed back the market and help promote economic and social development. In fact, before the relevant policies and guidelines were proposed in the Decision, a group of private enterprises in China had already participated in major national technological research and development tasks with policy support. In June of this year, the first 10 kilometer vertical takeoff and landing flight test of a reusable carrier rocket developed by the Eighth Academy of China Aerospace Science and Technology Corporation was successfully completed. The rocket used in this flight test is currently the benchmark product for verifying the technology of reusable carrier rockets in China. The three liquid oxygen methane engines with a thrust of 70 tons used were developed by private enterprises in China. Rocket engines are a key component of launch vehicles. The "national team" in the aerospace field invites private enterprises to participate in high-precision and cutting-edge technology research and development, and entrusts some key supporting facilities to private enterprises. This fully reflects the technological innovation strength of private enterprises, and also means that their development path will become wider and wider, and they will better realize their own value on multiple cutting-edge technological tracks. The aerospace industry, which is considered "high-end" by ordinary people, has already seen the presence of private enterprises. Private enterprises participating in other high-precision and cutting-edge technology cooperation, and even leading national major technology research and development tasks, will gradually become a reality. China's private enterprises grew up in the wave of reform and opening up and market economy, and have a keen perception of the development situation of industries. Private enterprises participating in and leading major national technological breakthroughs are also injecting fresh blood into the development of China's scientific and technological strength. They will enrich and help improve China's overall scientific and technological strength, and provide more opportunities and possibilities for China's major technological breakthrough tasks with their more flexible and versatile market-oriented thinking advantages. From a global perspective, in many areas related to development, countries around the world are competing for "entry speed". In the national major technological offensive, the participation of private enterprises serves as a beneficial supplement, which will help improve the speed of technological practice and win more initiative for national development.
