According to the person in charge, the "Guidelines for Urban Villages" promptly respond to local demands and clarify the work priorities under the deployment requirements of the Party Central Committee and the State Council, mainly including the following five aspects. One is to strengthen the evaluation of resource assets in urban villages. Based on the data foundation of population census, land survey, urban land spatial monitoring, cadastral survey, etc., carry out the investigation of basic data and social status information of urban villages, and form a comprehensive, authoritative and unified urban village data resource system. The second is to emphasize the control and guidance of national spatial planning on the transformation of urban villages, and to integrate the transformation of urban villages into the overall development of the city. Thirdly, it is necessary to connect with the land resource asset allocation plan and implementation plan, combine with the transformation method, reasonably define the scope of the implemented land parcel, and better create spatial value. The fourth is to establish a positive and negative list that conforms to urban development and the interests of the masses. For those that contribute to optimizing urban spatial structure, enhancing industrial development level, improving urban functions, supplementing major public infrastructure, promoting ecological maintenance, and revitalizing historical and cultural protection, they will be included in the positive list. For those who have special protection requirements, engage in large-scale demolition and construction, or harm the interests of the masses, a negative list for planning and supervision shall be formulated. The fifth is to strengthen the supervision of planning implementation based on digital platform systems. Propose to incorporate the results of urban village renovation planning into the national spatial planning "One Map" implementation supervision information system according to procedures, as the basis for evaluating the implementation effectiveness. Fully utilize data resources, deepen the application of digital technology, explore the construction of digital management scenarios, and assist in the digital and refined management of urban villages.
