The traditional friendship between China and East Timor has a long history. China was the first to recognize East Timor's independence and establish diplomatic relations with East Timor. Since the establishment of diplomatic relations, the two countries have always treated each other sincerely and helped each other, which is a model of mutual respect, peaceful coexistence, and common development among countries with different political systems, development levels, and historical and cultural backgrounds. Two weeks ago, the Third Plenary Session of the 20th Central Committee of the CPC was successfully held. China will further comprehensively deepen reform, promote high-quality development and high-level opening up, which will bring new impetus and opportunities to global economic development and bilateral cooperation. China is willing to work with Timor Leste to continuously elevate the comprehensive strategic partnership between the two countries to a new level and better benefit the people of both countries.
One is to firmly support each other and build a higher level of bilateral relations. China firmly supports Timor Leste's efforts to maintain national unity and social stability, and is willing to deepen strategic cooperation and development cooperation with Timor Leste comprehensively, safeguard the sovereignty and security interests of the two countries, and move towards the general direction of building a community with a shared future. The second is to adhere to mutual benefit and win-win cooperation, and carry out higher quality pragmatic cooperation. Focusing on cooperation in four key areas, namely, industrial revitalization, infrastructure construction, food self-sufficiency, and people's livelihood improvement, and taking the signing of the "the Belt and Road" cooperation plan as an opportunity, we will strengthen the docking of development strategies, share experience and technology in water conservancy construction, water-saving irrigation, disaster prevention and reduction, implement agricultural cooperation such as rice cultivation, promote cooperation in fisheries and poverty reduction, and help East Timor's independent and diversified economic development. The third is to jointly promote the cause of the "Global South", carry out higher-level multilateral cooperation, promote the spirit of the Five Principles of Peaceful Coexistence, strengthen coordination and cooperation on multilateral platforms such as the United Nations and the World Trade Organization, jointly advocate for an equal and orderly world multipolarization, inclusive economic globalization, and promote the construction of a community with a shared future for mankind. China is also willing to carry out more bilateral and trilateral cooperation with Timor Leste within the framework of the China Portuguese Speaking Countries Economic and Trade Cooperation Forum, the Food and Agriculture Organization of the United Nations, and other organizations.
Orta said that since 1976, I have visited China multiple times and witnessed firsthand the earth shattering changes that have taken place in China. In the face of the profoundly evolving world situation, China firmly upholds multilateralism, proposes to jointly build the "the Belt and Road" and a series of important global initiatives, and promotes reconciliation between Saudi Arabia, Iran and Palestinian factions, making important contributions to regional and world peace and development, demonstrating China's role and influence as a peaceful and responsible global power. We thank China for its valuable support for Timor Leste's economic and social development and its response to the COVID-19 epidemic. Timor Leste hopes to further consolidate and develop its comprehensive strategic partnership with China, strengthen cooperation in areas such as food security and infrastructure construction, and assist Timor Leste in achieving national independent development.
After the talks, the two heads of state jointly witnessed the signing of the "the Belt and Road" cooperation plan and a number of bilateral cooperation documents in agriculture, green development, digital economy, air transport and other fields.
Both sides issued a joint statement on deepening the comprehensive strategic partnership between the People's Republic of China and the Democratic Republic of Timor Leste.
21 salutes were fired at Tiananmen Square, and the saluting soldiers lined up to pay their respects. The two heads of state stepped onto the reviewing stand, and the military band played the national anthems of China and East Timor.
