Punish severely the crime of illegal gambling and using gambling to support illegal activities

In recent years, the problem of foreign casinos and online gambling criminal groups recruiting and absorbing gambling from Chinese citizens has become increasingly prominent. On July 22, the Supreme People's Court released a typical case of cross-border gambling and related crimes. In the cases where 66 people, including Yu Mourong, the defendant, organized, led, participated in criminal organization, opened casinos, organized others to illegally cross the national border (frontier), and illegally detained, the court once again made it clear that it firmly held the position of severely punishing cross-border gambling crimes. The case shows that from 1995 to 2018, the criminal organization, with the defendant Yu Mourong as the organizer and leader, committed more than 170 illegal and criminal acts, such as setting up casinos, causing trouble, illegally trading guns, organizing others to illegally cross the national border (frontier), intentional injury, illegal detention, etc. Between the end of 2012 and 2017, hundreds of gambling participants were organized to illegally enter a casino in Laos from China to gamble. They received "code washing" commissions based on their gambling capital flow, or commissions based on the amount they lost in the casino. They then contracted gambling halls in the casino and live streamed gambling activities online. They organized real-time online viewing and remote betting, with a total gambling capital flow of over 3 billion yuan and illegal profits of over 50 million yuan. In order to obtain illegal benefits, Yu Mourong instructed members of the organization to use illegal detention, door-to-door distribution of flyers, spray painting, hanging banners and other illegal and criminal means to illegally urge and collect debts from gambling participants, resulting in multiple gambling participants losing everything and fleeing to escape. This case has been tried in the first instance by Jinhua Intermediate People's Court and in the second instance by Zhejiang Higher People's Court, and has now taken legal effect. The People's Court decided to execute life imprisonment, deprive himself of political rights, and confiscate all personal property against the defendant Yu Mourong for 26 crimes, including organizing and leading a criminal organization, opening a casino, organizing others to illegally cross the national border (frontier), illegally crossing the national border (frontier), extortion, and illegal detention. The other 65 defendants were also sentenced to life imprisonment and other corresponding punishments. In view of the typical significance of the case, the Supreme Court stated that in recent years, cross-border gambling crimes have occurred frequently by criminal organization, which often "protect gambling by gangsters" and "support gangsters by gambling". The defendant Yu Mourong and other criminal organization, as organizers and leaders, have long contracted gambling halls in overseas casinos, solicited domestic people to gamble abroad and engage in online gambling, and earned huge illegal profits by "code washing" to earn commissions or takeovers. Only the identified gambling capital flows totaled more than 3 billion yuan, and the illegal profits reached more than 50 million yuan. The verdict of the People's Court against Yu Mourong and others has effectively cracked down on the arrogance of gambling related criminal groups, effectively deterred criminals, and achieved the unity of political, social, and legal effects.
