Chinese and foreign guests discuss RCEP Yunnan opportunities: leveraging location advantages to strengthen cross-border cooperation

Yunnan Province is China's gateway and window to South Asia and Southeast Asia, with unique geographical and resource advantages. Under the framework of the Regional Comprehensive Economic Partnership (RCEP), Yunnan has ushered in tremendous development opportunities. How to make good use of this opportunity to promote the prosperous development of Yunnan's economy and serve the overall development of the country? This issue has sparked heated discussions among Chinese and foreign guests at the 3rd RCEP (Yunnan) International Trade and Investment Cooperation Forum. On July 23rd, the 3rd RCEP (Yunnan) International Trade and Investment Cooperation Forum was held on-site. On the same day, the 3rd RCEP (Yunnan) International Trade and Investment Cooperation Forum, with the theme of "Sharing New Opportunities and Promoting New Development", was held in Kunming, Yunnan, China. Officials, experts, scholars, business representatives and other guests from China, Japan, Australia, Laos, Malaysia and other countries held interactive discussions on topics such as "High quality implementation of RCEP", "How Yunnan can make good use of RCEP to develop border economy", and "Developing new quality productive forces according to local conditions". Song Yaoming, former Minister of Economy and Commerce of the Chinese Embassy in Japan, stated that Yunnan Province borders Vietnam, Laos, and Myanmar on land, and has advantages in location, market, openness, and policy. He suggested that Yunnan should amplify the opening effect of the China Laos Railway and the new channel of the China Myanmar Indian Ocean, superimpose the advantages of Yanbian policy, promote the integration of Yunnan's foreign industrial chain and supply chain, accelerate the development of border trade and port economy, and promote the flow of factors of RCEP member countries. Kuang Xianming, Vice President of China (Hainan) Reform and Development Research Institute, pointed out that since the implementation of RCEP, the total trade volume between Yunnan and RCEP partners has been relatively low in the country, but this also indicates that Yunnan still has considerable room for improvement in fully implementing RCEP. He stated that Yunnan should leverage its border advantages, accelerate the integration with other RCEP member countries in terms of strategy, planning, and mechanisms, strengthen policy, rule, and standard connectivity, and fully play important roles such as free trade pilot zones, comprehensive bonded zones, border (cross-border) economic cooperation zones, and national level economic and technological development zones. Former Deputy Director General of the World Trade Organization, Yi Xiaozhun, stated that RCEP has significantly reduced regional trade costs, brought industrial and supply chains closer together, and facilitated trade and investment among member countries. He took the Honghe River Mouth Port in Yunnan Province on the China Vietnam border as an example. "The port uses RCEP rules and adopts pre booked customs clearance for fresh agricultural products, greatly improving the efficiency of fruit clearance from Vietnam and Thailand, significantly reducing enterprise costs, enriching consumer experience, and achieving a win-win situation," said Hiroshi Kawakami, Vice President of Marubeni Corporation in China. Yunnan not only has a superior geographical location, but also has various abundant resources. The company it belongs to hopes to utilize RCEP rules to collaborate with Yunnan in developing high value-added goods. For example, advanced biotechnology can be used to process agricultural waste in Yunnan into recycled products, which can not only achieve resource recycling but also create new economic growth points. On the forum that day, companies from Laos, Malaysia and other countries signed contracts with multiple companies in Yunnan to cooperate in cross-border logistics, Southwest Cross border Credit Reference Center project, building materials supply chain project and other areas.
