Li Qiang said that the key to cultivating new engines of growth and developing new quality productive forces lies in reform and innovation. We should focus on promoting the integrated development of technological innovation and industrial innovation, coordinate the reform of the education technology talent system and mechanism, and create a more effective and attractive science and technology innovation platform. In terms of policies, funding, scientific research resources, etc., further strengthen support for technology-based small and medium-sized enterprises and incentives for scientific researchers, promote the transformation and application of more scientific and technological achievements, and accelerate the development of new quality productivity.
Li Qiang came to Binhai New Area and worked at Otis Elevator (China) Co., Ltd. to learn about the company's research and development situation, visit the intelligent manufacturing production line, and inquire in detail about product safety standards and service life. At Tianjin Hongxin Jianfa Leasing Co., Ltd., Li Qiang listened to an introduction on the company's business operations and development of financing leasing. Li Qiang pointed out that we should seize the opportunity of reform, make good use of support policies such as large-scale equipment updates, take intelligent manufacturing as the main direction, use scenario applications as the driving force, vigorously support enterprises to promote innovative applications of artificial intelligence, and enable more enterprises and products with core competitiveness to emerge. We need to innovate the use of financial instruments such as leasing to better serve the real economy and promote industrial transformation and upgrading.
During the research, Li Qiang listened to the report on deepening reform and opening up and promoting high-quality development in Binhai New Area. He emphasized that Binhai New Area is the leader of Tianjin's economic development and an important pivot for serving the coordinated development of Beijing Tianjin Hebei. We must have the courage to explore and strive for excellence, and better stimulate our motivation and vitality in deepening reforms, especially in the reform of free trade zones, financial innovation and development, new urbanization, high-level opening up to the outside world, and other aspects, to innovate institutional mechanisms and break through bottleneck constraints. To leverage advantages and highlight characteristics, accelerate the integration of port industry and city development, further amplify the radiation capacity of port shipping, further stimulate the huge potential of industrial upgrading, and further demonstrate the livable charm of ecological cities.
