Recently, the "Support Measures for Promoting High Quality Development of Cross border E-commerce Industry in Hengqin Guangdong Macao Deep Cooperation Zone (Trial)" (hereinafter referred to as the "Support Measures") were issued, which comprehensively promote the cross-border e-commerce industry in Hengqin Cooperation Zone to enter the fast lane of high-quality development from the dimensions of creating a cross-border e-commerce demonstration park, building an industrial ecology, promoting the aggregation of e-commerce enterprises, strengthening the training of e-commerce talents, and encouraging the holding of e-commerce activities. Among them, nine measures are implemented to support Australian funded enterprises at a standard of 1.2 times, strengthening the synergy between the Qin'ao industry. The "Support Measures" propose to provide financial support to eligible cross-border e-commerce demonstration parks. For recognized leading demonstration parks, a one-time support of 30% of the park's fixed asset investment will be provided, with a maximum of 100 million yuan; For recognized growth oriented demonstration parks, a one-time support of 20% of the park's fixed asset investment will be provided, with a maximum of 20 million yuan. At the same time, in order to support the sustainable development of the park, operational subsidies of no more than 20 million yuan and 5 million yuan will be provided annually for leading demonstration parks and growth demonstration parks, respectively. In order to attract leading e-commerce enterprises to settle down, on the basis of preferential measures such as "Double 15%", the "Support Measures" also provide enterprises with a one-time settlement reward of up to 20 million yuan. Support the landing of cross-border e-commerce service providers, with a subsidy of 5% of the cross-border e-commerce service fee, up to a maximum of 2.5 million yuan per year. To encourage enterprise brands to go global, the "Support Measures" provide various forms of support for enterprises to register their own trademarks overseas, establish independent stations, rent overseas warehouses, purchase logistics insurance, and build product selection centers. The "Support Measures" also support the holding of various e-commerce characteristic activities. For institutions, enterprises, and platforms that meet the conditions to hold national e-commerce festivals, product selection fairs, and other characteristic industry activities with a scale of no less than 500 people in Hengqin, Macau, or Zhuhai in the form of "one exhibition in two places" or "one exhibition in three places", the Hengqin Cooperation Zone will provide a maximum of 3 million yuan in activity funding support. The relevant operating entities shall hold live streaming festival activities in the Hengqin Cooperation Zone or Macau in a combination of online and offline formats for no more than 3 days, with a maximum support of 500000 yuan. The introduction of the "Support Measures" is conducive to promoting the construction of a cross-border e-commerce industry ecology in the Hengqin Cooperation Zone, fully leveraging Macao's internationalization advantages and serving as a window for connecting with Portuguese speaking countries, guiding mainland brands to export to Portuguese speaking countries and even the world, gradually cultivating diversified e-commerce industry talents for Macao, and promoting the flow of goods, talents, funds and other factors between the two places.
