Taking the release and implementation of the negative list for foreign investment access as an example, since the establishment of the Shanghai Pilot Free Trade Zone in 2013, China's first negative list for foreign investment access has been released and implemented. The initial 190 items have now become 31 items in the national version and 27 items in the pilot free trade zone version. In recent years, the negative list for foreign investment access has been repeatedly streamlined, demonstrating China's determination to expand high-level opening-up and creating conditions for global investors to invest in China. Reform and opening up complement and promote each other. Reform inevitably requires opening up, and opening up also inevitably requires reform. Create a market-oriented, rule of law, and international first-class business environment, strengthen institutional arrangements in market transparency, intellectual property rights, environmental standards, and other aspects; The high-level implementation of the Regional Comprehensive Economic Partnership Agreement and active alignment with international high standard economic and trade rules... In recent years, a series of reform measures around expanding opening up have fully demonstrated that promoting reform and development through opening up is an important tool for China's modernization construction to continuously achieve new achievements. To promote reform and development through opening up, we must always regard expanding opening up as an important driving force for deepening reform. In May of this year, Tesla started construction on another super factory in Lingang, Shanghai, with negotiations and signing taking only one month. Such efficiency and speed are closely related to the reform of optimizing the business environment system. In fact, the more we expand opening up, the more we need to promote reforms in relevant fields. Only by adhering to the principle of expanding opening up to promote deepening reform and deepening reform to promote expanding opening up, can we accelerate the formation of a larger, wider, and deeper pattern of opening up to the outside world, and continuously expand new space for economic development. Expanding openness is also expanding development opportunities. Openness is a distinctive symbol of contemporary China, and an open China shares opportunities with the world. Despite the adverse trend of globalization, China has been actively promoting bilateral, regional and multilateral cooperation. It has signed 22 free trade agreements with 29 countries and regions, signed more than 230 cooperation documents with more than 150 countries and 30 international organizations to jointly build the "the Belt and Road", and successfully held a series of international economic and trade events, such as the Canton Fair, the Fair for Promotion, the Service Trade Fair, the Consumer Fair, and the Chain Fair. It should be said that using openness to alleviate the difficulties of development, using openness to harness the power of cooperation, using openness to gather innovation, and using openness to seek shared benefits can not only promote the continuous progress of economic globalization, but also enable the development achievements to benefit people of all countries more and fairly. From a historical perspective, modernization cannot be achieved without openness, and openness leads to modernization.
