Globalization is the trend, and the concept of economic and trade cooperation has also deeply rooted in people's hearts. Regional economies should cooperate within the framework of agreements, promote high standard economic and trade rules, and further unleash dividends, which is also in line with the original intention and goals of RCEP. Making full use of various rules within this framework is an important measure to achieve multilateral win-win in the field of economy and trade. The positive role of RCEP in regional economic and trade cooperation is reflected in two important aspects: stimulating vitality and demonstrating drive. From the perspective of stimulating vitality, the significance of high standard economic and trade rules lies in achieving free flow of factors within the region and improving factor efficiency, which is consistent with the connotation of traditional comparative advantage theory. The economies in the Asia Pacific region have different focuses and advantages in the industrial field, with strong complementarity. From the current reality of economic and trade connections within the region, ensuring the facilitation of customs clearance under the premise of safety and compliance plays a crucial role in promoting the integration of bilateral trade flow, capital flow, and talent flow. The widespread application of information technology has created favorable conditions for facilitating customs clearance, but the key to determining the final outcome lies in the various institutional details involved in customs clearance, the specific plans agreed upon by both parties according to rules, and the management level of frontline ports.
