Urbanization is the inevitable path of modernization. Since the 18th National Congress of the Communist Party of China, the new urbanization strategy with promoting urbanization as the core and improving quality as the guide has been steadily implemented, achieving historic achievements. The national urban population has increased from 722 million in 2012 to 933 million in 2023, and the urbanization rate of the permanent population has increased from 53.10% to 66.16%, providing an important foundation for the high-quality development of China's economy and society. Adhering to people-oriented principles, the urbanization of agricultural transfer population has achieved significant results. The primary task of the new urbanization is to promote the orderly urbanization of permanent residents who are capable of stable employment and living in urban areas. Major breakthroughs were made in the reform of the registered residence system, and the threshold for urban settlement was significantly lowered. Cities with a permanent population of less than 3 million in urban areas have basically lifted their household registration restrictions. The household registration restrictions in 35 cities with a permanent population of more than 3 million have been continuously lifted and relaxed. Most super large cities that implement the point based household registration policy have achieved the main proportion of social insurance payment years and residence years, with over 150 million agricultural migrant workers and other permanent residents settling in urban areas. The residence permit system will be fully implemented. More than 140 million residence permits have been issued to non registered residence permanent residents in cities and towns, and the number of public services and convenience projects attached to residence permits continues to increase. Expand and improve the supply of basic public services in urban areas. The coverage of national basic public services for non registered residence permanent residents has been expanding. More than 95% of the accompanying children in the compulsory education stage are enrolled in public schools or government purchased degrees. The basic public services in the fields of public health, culture and sports have been fully covered. Adhere to the principle of building people's cities and serving the people, and gradually increase the comprehensive carrying capacity of cities. The development concept of putting the people at the center runs through the entire process of urban planning, construction, and governance. The coordinated development pattern of large, medium, and small cities based on urban agglomerations and metropolitan areas is accelerating. There are 691 cities in China, with 19 urban agglomerations including Beijing Tianjin Hebei, Yangtze River Delta, Chengdu Chongqing, and the middle reaches of the Yangtze River carrying over 75% of the country's population, becoming the main form of new urbanization. The housing conditions of urban residents have significantly improved. The urban governance system is constantly improving. Deepen the reform of urban management system, basically form a four level urban management organization structure at the ministerial, provincial, city and county levels, and continuously strengthen the application of new generation information technology means such as the Internet, big data, cloud computing, artificial intelligence in urban governance. Persist in ensuring and improving people's livelihoods, and share the fruits of urbanization with everyone. To meet the expectations of the people for a high-quality life, and continuously enhance their sense of gain, happiness, and security. The basic public services in urban and rural areas are inclusive and shared, moving towards institutional integration, quality balance, and equal levels. A unified system for basic pension insurance, basic medical insurance, and major illness insurance for urban and rural residents is basically established. By the end of 2023, the coverage of basic medical insurance remained stable at over 95%, and the number of participants in basic pension insurance reached 1.066 billion. The integrated construction of urban and rural infrastructure has further extended urban infrastructure to rural areas. The national rural tap water penetration rate has reached 90%, the rural sanitary toilet penetration rate has exceeded 73%, and the Internet penetration rate in rural areas has reached 66.5%. Rural living conditions have been greatly improved. The income of urban and rural residents has increased synchronously, and the per capita disposable income ratio of urban and rural residents has continued to shrink from 2.88 in 2012 to 2.39 in 2023. The new era and new journey, and the in-depth implementation of the new urbanization strategy, are not only conducive to stimulating consumption and investment, continuing to release the potential of domestic demand, but also conducive to promoting the construction of a new development pattern, providing a strong driving force for Chinese path to modernization. We should adhere to people-oriented, reform and innovation, put the citizenization of agricultural transfer population in a prominent position, and comprehensively promote the reform of the registered residence system and the equalization of basic urban public services; Accelerate the transformation of the development mode of mega cities, build a coordinated development pattern of large, medium, and small cities, promote urbanization construction with county towns as important carriers, and improve economic and population carrying capacity; Focusing on the urgent and difficult issues faced by the public, implementing urban renewal actions, filling the gaps in urban infrastructure and management services, enhancing the resilience of urban safety, and making the city healthier, safer, and more livable.
