Currently, changes in the world, times, and history are unfolding in unprecedented ways. While human civilization is advancing rapidly, factors of insecurity, instability, and uncertainty are also significantly increasing. To cope with this change well, the key is to have the intelligence to recognize change, the ability to adapt, and the courage to seek change. We must firmly establish a sense of a community with a shared future, always uphold the "Shanghai Spirit", firmly follow the development path that is in line with our own national conditions and the actual situation of the region, and jointly build a better home for the Shanghai Cooperation Organization, so that people from all countries can live, work, and be happy.
Firstly, build a common home of unity and mutual trust. The Shanghai Spirit, which is in line with the Five Principles of Peaceful Coexistence, is a common value of our organization and should be cherished and always followed. We must respect each other's independently chosen development paths, support each other in safeguarding core interests, resolve differences, build consensus, and enhance mutual trust through strategic communication. The Chinese side suggests that member states strengthen the exchange of experience in governance and timely hold the Shanghai Cooperation Organization Political Party Forum.
Secondly, building a peaceful and peaceful common home. Only when all countries are safe can there be true security. We need to improve security cooperation mechanisms and means, accelerate the construction of comprehensive centers and their subordinate institutions to address security threats and challenges, establish drug control centers, strengthen intelligence exchange, and carry out joint operations. China will organize joint anti-terrorism exercises such as the "Anti Terrorism Cooperation 2024" campaign. We need to leverage the coordination and cooperation mechanism among Afghanistan's neighboring countries and other platforms to promote Afghanistan's path towards peaceful reconstruction.
Thirdly, build a common home for prosperity and development. China proposes that 2025 be designated as the "Year of Sustainable Development of the Shanghai Cooperation Organization", and is willing to work with all parties to comprehensively implement the eight actions of high-quality co construction of the "the Belt and Road", and make good use of agricultural demonstration bases, local economic and trade demonstration areas, ecological and environmental protection innovation bases and other platforms to promote regional cooperation. China welcomes all parties to use the Beidou satellite navigation system and participate in the construction of the International Lunar Research Station. The Chinese side advocates the establishment of the Shanghai Cooperation Organization Digital Education Alliance and is willing to provide digital technology training quotas to the countries of the organization. Promote the modernization of the organizational governance system and improve operational efficiency.
Fourthly, build a common home of good neighborliness and friendship. Give full play to the role of non-governmental organizations such as the Shanghai Cooperation Organization Good Neighborhood and Friendship Cooperation Committee, and continue to organize brand activities such as traditional medicine forums, civil friendship forums, youth exchange camps, and youth development forums. Welcome all parties to actively participate in the Qingdao Green Development Forum and Women's Forum. In the next five years, China will provide 1000 youth exchange opportunities to the countries of this organization.
Fifth, build a common home of fairness and justice. Jointly advocating for an equal and orderly world multipolarity and inclusive economic globalization, practicing true multilateralism, promoting global governance towards a more just and reasonable direction, and contributing the strength of the Shanghai Cooperation Organization to eliminate peace deficits, development deficits, security deficits, and governance deficits.
After the Astana Summit, China will take over as the rotating presidency. China is willing to unite and cooperate with its partners in this organization, work hand in hand with more countries and international organizations that recognize the "Shanghai Spirit", and make the prospect of building a community with a shared future for mankind brighter and more promising.
President Tokayev of Kazakhstan, the rotating chairman of the Shanghai Cooperation Organization, presided over the meeting. President Lukashenko of Belarus, President Zaparov of Kyrgyzstan, Prime Minister Shabaz of Pakistan, President Putin of Russia, President Rakhmon of Tajikistan, President Mirziyoyev of Uzbekistan, Acting President Mukhber of Iran and representatives of India, leaders of Mongolia, the observer country, leaders of Azerbaijan, Qatar, the United Arab Emirates, Türkiye, Turkmenistan, as well as heads of international and regional organizations such as Secretary General Guterres of the United Nations, attended the meeting.
