The Regulations require that a party and government agency shall establish a maximum of one portal website; The name of the Internet government application gives priority to the entity name and standardized abbreviation; County level party and government departments, as well as township party and government agencies, generally do not build separate websites. Many of these rules fully consider the practical needs of the masses. As a carrier for government agencies and institutions to provide public services through the Internet, Internet government applications should ensure equal, inclusive and convenient services when they are built and launched. For this reason, the Regulations clearly stated that "Internet government applications should support open standards and take full account of the compatibility with users" and "cannot be bound to a single Internet platform". Shi Jianzhong, Vice President of China University of Political Science and Law, said that the binding of Internet government applications to a single Internet platform may lead to some users being unable to access relevant public services because they do not use the platform, resulting in inequality in the use of services and a use gap. In addition, the Regulations strengthen security guarantees and make provisions for "information security," "network and data security," and "email security.". For example, the Regulations specify that "Internet government applications should set access control policies". In response, Xin Yongfei, Director of the Institute of Policy and Economics at the China Academy of Information and Communications Technology, said that access control is a fundamental and important measure to protect network security, determining which users or devices can access which resources and how they can access them. Internet government applications store a large amount of high-value data, and the operation authority of related functions is also very sensitive, so it is necessary to implement access control. For Internet government applications and e-mail systems related to personal and property security, social and public interests, etc., the Regulations specifically specify that "multi factor identification should be taken to improve security". These measures specifically include taking measures such as timeout logout, limiting the number of login failures, and binding accounts to terminals.
