Recently, the "Action Plan for Deepening the Integration of Shenzhen Zhongshan Planning (2024-2025)" (hereinafter referred to as the "Action Plan") was officially issued, which clearly proposes to focus on planning from two aspects: "jointly conducting cross city planning research" and "strengthening planning docking in key areas". The research on cross city planning includes five tasks: jointly carrying out integrated spatial collaborative planning between Shenzhen and China, systematically studying the spatial strategies of the two regions in terms of functional layout coordination, infrastructure connectivity, industrial science and technology innovation cooperation, and public service sharing; Jointly carry out spatial planning for the Shenzhen China Science and Technology Innovation Corridor, clarify spatial layout, coordinate spatial strategies, and promote the construction of a science and technology innovation corridor with outstanding competitiveness and influence; Jointly carry out research on cross river low altitude flight networks and recent operational demonstration plans, plan low altitude flight route networks, and lay out low altitude flight support infrastructure; Jointly carry out detailed planning research on the Shenzhen South Intercity Rail Transit, support the inclusion of the Shenzhen South Intercity Rail Transit in higher-level planning as soon as possible, and accelerate the construction of the project; To jointly carry out research on the correlation between industries, the relationship between work and residence, and the characteristics of passenger and freight flow in Shenzhen and China, and provide decision-making support for the industrial spatial layout, public services, transportation facility construction, and other aspects of the integrated development of Shenzhen and China. The key areas of planning and docking include three tasks: Shenzhen conducts research on the construction strategy of national level aviation economic demonstration zones, strengthens cross regional multimodal cooperation in the aviation logistics industry, jointly develops aviation intelligent manufacturing, and enhances the aviation service industry; Zhongshan will carry out a comprehensive transportation key special plan, systematically build an integrated comprehensive transportation pattern and urban rail transit network that is coordinated with regional pattern, urban space, and industrial layout; Shenzhen and Zhongshan promote the promotion of the style of the gateway area around the Pearl River Estuary in Shenzhen and China, create a memorable and symbolic style node, and promote the urban design of key areas such as Qianhai and Cuiheng New Area at a high level, so as to jointly shape the image of the gateway hub of the Dynamic Bay Area. It is reported that since the signing of the Shenzhen Zhongshan Strategic Cooperation Framework Agreement between the Shenzhen Municipal Government and the Zhongshan Municipal Government in October 2022, the two cities have engaged in close "integrated" cooperation in six major areas: business environment, industry, transportation, innovation, public services, and planning. In May of this year, the Shenzhen Planning and Natural Resources Bureau and the Zhongshan Natural Resources Bureau jointly held the "Shenzhen Zhongshan Planning Integration Development Conference", which disclosed the outline and progress of the "Action Plan" for the first time. Seven experts and scholars were invited to discuss the ideas and strategies for deepening the integration of planning between Shenzhen and China in the new era. Zou Bing, Chief Engineer of Shenzhen Planning and Land Development Research Center, stated at the time that 5-10 years after the opening of the Shenzhen China Corridor, it will be a critical period for the integrated development of the two cities. It is necessary to accurately allocate spatial resources, especially the support of various types of transportation modes, provide precise services for commuters in the two cities, promote the integrated layout and coordinated development of industries, population, and functions.
