The Third Plenary Session of the 20th Central Commission for Discipline Inspection emphasized the need to effectively prevent and control the problem of public funded tourism under the guise of training, inspection, and party building activities. Disciplinary inspection and supervision organs at all levels should adhere to a problem oriented approach, timely detect and accurately treat public funded tourism activities, focus on specific, repeated, and in-depth measures, and build a solid foundation for the central eight point regulations with new achievements in their work. The problem of public funded tourism is stubborn and complex, and it must be continuously and deeply promoted. The extravagance of public funds in public tourism, the promotion of indulgence and extravagance, and the damage to the image of the Party in the hearts of the masses are typical stubborn problems. Our party has always attached great importance to rectifying the issue of public funded tourism. Since the 1980s, we have issued multiple notices calling for a resolute cessation of sightseeing, meetings, patriotic education, and other activities. After the 18th National Congress of the Communist Party of China, the Central Committee of the Communist Party of China made the rectification of public funded tourism an important part of implementing the spirit of the Central Eight point Regulations. The number of scenic spots prohibited as meeting places for party and government organs was increased from 12 to 21. The disciplinary regulations were revised three times, and prohibitive provisions were made for traveling under the guise of official business trips, disguised tourism under the guise of employee recuperation, and tourism participating in activities of subordinate units, promoting strict management and control in all regions and units, and using multiple measures to crack down on corrupt practices. After continuous efforts, the problem of public funded tourism has been effectively curbed, and the overall number of investigations and punishments has shown a downward trend. The phenomenon of crowds in scenic areas has disappeared. But this problem is deeply rooted, and under high-pressure situations, there are still some people who "play with their hearts but don't change" and try to make changes. Last year, the Central Commission for Discipline Inspection and the National Supervisory Commission reported on the issue of public funded tourism under the guise of training, indicating that any slight slackening or misconduct may breed and spread. Disciplinary inspection and supervision organs at all levels should maintain a clear understanding, steadfastly promote rectification, and repeatedly crack down on the problem of public funded tourism when it comes to the surface. They should continue to rectify and establish a new atmosphere, so that the clean and positive atmosphere can be constantly filled. The prominent manifestations of public funded tourism problems vary in different periods, and it is necessary to grasp the key points and make precise efforts. In recent years, the phenomenon of openly funded tourism has been decreasing, but the problem of transformation has occurred from time to time. It is necessary to identify outstanding performance, target rectification, and strive for practical results. We must strictly prevent and rectify the problem of public funded tourism under the guise of party building activities, and adapt to the requirements of comprehensively and strictly governing the party in depth. Various regions and units have carried out various forms of party building activities, playing an important role in education and guidance. But a few people have used crooked thinking to engage in public funded tourism under the guise of party spirit education and red education, engaging in "detours", "narrow paths", "borderline tours", and even "disguised tours" thousands of miles away, not only corrupting party conduct, but also making serious party building activities entertaining and vulgar, essentially "low-level red" and "high-level black". The political harm is great, and it must be strictly prevented and resolutely rectified. We must firmly put an end to the problem of public funded tourism by taking advantage of official activities. Since the transition of epidemic prevention and control, there has been a significant increase in cross regional and cross departmental official activities. Some people have changed their itinerary without authorization or intentionally relaxed their itinerary arrangements during official activities such as learning, training, and research. They have carried out a large number of visits and leisure activities that are not related to public affairs, spending three percent of their energy on official affairs and seven percent of their time on tourist attractions, which not only wastes public funds but also affects the effectiveness of official activities. It is necessary to detect and effectively rectify this in a timely manner. We must adhere to a strict tone and never waver, strictly investigate and punish violations of discipline against the wind, and do not show any mercy, making violators pay the due price. Adhere to the principle of holding accountable and holding accountable strictly, and hold accountable leading cadres who have neglected management and supervision in accordance with regulations, discipline, and laws, striving to create a strict atmosphere. To rectify the problem of public funded tourism, it is necessary to enhance disciplinary and institutional constraints, and continuously eradicate the soil and conditions for the breeding of violations. To deepen the rectification of the issue of public funded tourism, we must adhere to a systematic approach and take multiple measures to promote the integration of management supervision, institutional constraints, and disciplinary education. Implementing responsibilities is crucial. We must supervise and promote party organizations at all levels to effectively shoulder their main responsibilities, strictly review and control various official activities in the local area and unit, timely discover and correct the signs and tendencies of public funded tourism, and resolutely curb the breeding and spread of violations and discipline. Institutional construction is fundamental. We need to further plug institutional loopholes, eliminate ambiguity and gaps, refine and clarify the negative list of party building activities, learning and training, research and inspection, supervision and inspection, etc., and prevent the problem of public funded tourism from a systemic perspective, putting on the "coat" of normal work. Pay close attention to key processes such as approval, supervision, and expense reimbursement, identify common issues, promote the network of dense systems, and restrain the hands and feet of violators. Discipline education is the foundation, and we should take the opportunity of learning and educating Party discipline. We should make good use of typical cases of public funded tourism, promote learning through cases, and explain discipline through cases.
