Ying Yong leads a Chinese procuratorial delegation to visit Russia

At the invitation of Igor Krasnov, the Prosecutor General of the Russian Federation, from June 20th to June 22nd local time, Ying Yong, the Prosecutor General of the Supreme People's Procuratorate, led a Chinese procuratorial delegation to visit Russia. During the visit, the Chairman of the Russian Federation Council, Valentina Matvyenko, met with Ying Yong. Ying Yong held working meetings with Igor Krasnov, the Chairman of the Russian Federation Investigation Commission, Alexander Bastrekin, and the Minister of Internal Affairs of the Russian Federation, Vladimir Kolokolytsev. Matvyenko said during the meeting that this year marks the 75th anniversary of the establishment of diplomatic relations between Russia and China. Under the leadership of the two heads of state, the comprehensive strategic partnership between Russia and China has reached an unprecedented high level, and cooperation between the parliaments of the two countries is constantly deepening. Against the backdrop of emerging new threats including international security, terrorism, and drug trafficking, the legislative branches of both countries are rapidly adjusting their legislation to constantly adapt to geopolitical realities and macroeconomic situations, and taking timely measures to address new risks and challenges. The law enforcement agencies of the two countries should also strengthen cooperation to jointly safeguard national and regional security. Ying Yong introduced China's comprehensive deepening of rule of law to Matvyenko. He said that China attaches great importance to the important role of the rule of law in modernization construction. The report of the 20th National Congress of the Communist Party of China specifically emphasizes "adhering to the comprehensive rule of law and promoting the construction of a rule of law China", "comprehensively building a socialist modernized country on the track of the rule of law", and particularly emphasizes "accelerating the construction of a fair, efficient, and authoritative socialist judicial system" and "strengthening the legal supervision work of the procuratorial organs". The Supreme People's Procuratorate of China is willing to work with the Council of the Russian Federation and law enforcement and judicial organs, under the strategic guidance of the two heads of state, to further deepen practical cooperation in the legislative and law enforcement and judicial fields, serve the modernization construction of the two countries, and promote stable and far-reaching relations between the two countries. During the meeting with Krasnov, Ying Yong pointed out that China and Russia are friendly neighbors connected by mountains and rivers. In May of this year, President Putin visited China for the first time since his re-election as President of the Russian Federation. Against the backdrop of sustained high-level development of Sino Russian relations, judicial exchanges and cooperation between the procuratorial organs of the two countries continue to deepen. For many years, the procuratorial organs of the two countries have supported and closely cooperated with each other within the framework of multilateral mechanisms such as the Shanghai Cooperation Organization (SCO) Member States Prosecutor General's Conference and the BRICS Attorney General's Conference, continuously enriching and developing the connotation of friendly cooperation between the procuratorial organs of the two countries. Last year, the Supreme People's Procuratorate of China and the Procuratorate General of the Russian Federation jointly signed multiple cooperation agreements, steadily advancing practical cooperation in various fields. I hope that the procuratorial organs of the two countries will continue to maintain close and friendly exchanges, promote judicial exchange and cooperation to a new level, promote the continuous development of multilateral mechanisms such as the BRICS Attorney General's Conference and the Shanghai Cooperation Organization Member States Attorney General's Conference, and better serve the high-quality economic and social development of the two countries and regions. During the meeting with Bastregin and Kolokolitsev, Ying Yong introduced to them the situation of China's rule of law construction, judicial system, and prosecutorial work, and expressed that the Supreme People's Procuratorate of China is willing to work with the law enforcement and judicial organs of the Russian Federation to further deepen friendly cooperation in punishing transnational crimes, terrorist crimes, religious extremist crimes, and other areas in accordance with bilateral treaties signed between China and Russia on civil and criminal judicial assistance, extradition treaties, and treaties on the transfer of sentenced persons, in order to better benefit the two countries and their peoples. Zhu Yabin, the Prosecutor General of the People's Procuratorate of Beijing, Chen Yong, the Prosecutor General of the People's Procuratorate of Shanghai, and Wang Xuguang, the Prosecutor General of the People's Procuratorate of Shaanxi Province, attended the visit, accompanied by Zhang Hanhui, the Chinese Ambassador to Russia, and Luo Zhanhui, the Consul General of St. Petersburg. During the visit, according to the friendly procuratorate agreement signed between the Beijing Procuratorate and the Moscow Procuratorate, as well as the Shanghai Procuratorate and the St. Petersburg Procuratorate, Zhu Yabin and Chen Yong held work talks with the Prosecutor General of Moscow and St. Petersburg respectively.
