Recently, the General Office of the State Council issued several policy measures to promote the high-quality development of entrepreneurial investment (hereinafter referred to as the "Policy Measures"). The Policy Measures specify five key measures. One is to cultivate diversified entrepreneurial investment entities. Accelerate the cultivation of high-quality venture capital institutions, support the development of professional venture capital institutions, leverage the role of government funded venture capital funds, and implement and improve the management system for state-owned venture capital. The second is to broaden the sources of entrepreneurial investment funds through multiple channels. Encourage long-term capital investment in venture capital, support asset management institutions to increase investment in venture capital, expand the pilot scope of direct equity investment by financial asset investment companies, and enrich the types of venture capital fund products. The third is to strengthen government guidance and differentiated supervision of entrepreneurial investment. Establish a mechanism for connecting venture capital and innovation and entrepreneurship projects, implement a plan to promote the growth of small and medium-sized enterprises through patent industrialization, continue to implement detailed tax incentives for venture capital enterprises, implement differentiated supervision that conforms to the characteristics of venture capital funds, and orderly expand the opening up of venture capital to the outside world. The fourth is to improve the exit mechanism for entrepreneurial investment. Expand channels for venture capital exit and optimize policies for venture capital fund exit. The fifth is to optimize the entrepreneurial investment market environment. Optimize the development environment of the venture capital industry and create a good financial ecosystem that supports technological innovation. The Policy Measures require all regions and departments to carefully organize and implement, improve work mechanisms, strengthen overall coordination, and jointly promote the implementation and refinement of various measures to promote high-quality development of entrepreneurial investment.
