The transitional experiment of transforming new products in the trial production stage into industrial applications is known as the "last mile" of the transformation and application of scientific and technological achievements. This is a crucial and challenging step in transforming the fruits of technology from raw to ripe. To achieve mutual promotion of high-level industry and technology, Guangdong has launched new strategies. On June 18th, the provincial government website released the "Implementation Opinions on Accelerating the Construction of a Modern Pilot Platform System to Promote the Mutual Promotion of Industry and Technology" (referred to as the "Implementation Opinions"), proposing to focus on the pilot service needs of key development industries in our province, focusing on segmented fields with prospects, advantages, potential, and characteristics, and planning to layout a multi-level and systematic pilot service system throughout the province. Next year, 30-50 provincial pilot platforms will be built. What is pilot testing? Pilot testing is an intermediate test before large-scale production of products. It is an important link in the integration of innovation chain and industrial chain, as well as an important lever to improve the efficiency of scientific and technological achievements transformation and cultivate new quality productivity. Research has shown that the success rate of industrialization of scientific and technological achievements verified through pilot testing can reach 80%, while only 30% can be transformed without pilot testing. The 2024 Government Work Report proposes to accelerate the systematic layout of major scientific and technological infrastructure, and promote the construction of common technology platforms and pilot testing certification platforms. The relevant person in charge of the Provincial Development and Reform Commission stated that building a pilot testing and achievement transformation base with global influence is an important task for the construction of an international science and technology innovation center and a comprehensive national science center in the Guangdong Hong Kong Macao Greater Bay Area. It is also an important measure for our province to promote the mutual promotion of industry and technology and accelerate the development of new quality productivity. The implementation opinions propose that Guangdong should prioritize the identification and concentrated resource construction of a number of provincial pilot platforms that urgently need to "forge strengths, make up for weaknesses, and benefit small and medium-sized enterprises" in the near future, and gradually establish a pilot platform system covering key industries in the province. By 2025, 30-50 provincial pilot platforms with clear functional positioning, strong service capabilities, efficient operation and management, and significant strategic significance will be built, of which 5-8 will reach the domestic industry benchmark level, 2-3 will have international competitiveness and ecological leadership, and the modern pilot platform system in the province will be preliminarily formed. By 2027, the pilot service capacity will initially achieve full coverage of major industrial sectors in the province, the modern pilot platform system will be basically established, the pilot public service capacity will be at a leading level in China, the efficient service and policy guarantee system will be more perfect, the pilot industry ecology will be more healthy, and the formation of new quality productive forces will be accelerated, effectively supporting the high-quality development of the province's economy. How can Guangdong accelerate the construction of a modern pilot platform system for the construction of a pilot service center in the Greater Bay Area? The implementation opinions focus on building a multi-level and systematic pilot service network, strengthening the construction of pilot industry support capacity, improving the operation mechanism of pilot construction, and ensuring measures. Nineteen measures have been proposed. On the one hand, it is necessary to build and make good use of various existing innovation platform pilot resources. Accelerate the construction of major scientific and technological infrastructure in Guangdong, support enterprises and research institutions to rely on large scientific facilities for technological research and development, industrial application, and achievement transformation, and achieve more "laying eggs along the way and on-site transformation". On the other hand, support enterprises in leading the construction of pilot platforms. Promote leading enterprises and industry chain "chain owners" to lead the construction of industrial chain pilot platforms, jointly formulate pilot technology rules and service standards with upstream and downstream enterprises in the industrial chain, and focus on solving common problems in industrial pilot services. In addition, it is necessary to support universities and research institutions with conditions to strengthen the pilot service function, integrate and optimize the pilot service resources throughout the province, build a pilot service center in the Guangdong Hong Kong Macao Greater Bay Area, build a pilot service and industrial development ecosystem, and promote "organized scientific research+organized achievement transformation". In terms of strengthening the supply of pilot projects in key industries, the implementation suggestions are proposed to accelerate the construction of a number of pilot platforms with strong industry driving force, focusing on key industries and industrial chains such as semiconductors and integrated circuits, new displays, new energy storage, new materials, biopharmaceuticals, biomanufacturing, low altitude economy, modern agriculture and food. In terms of increasing the recruitment and training of professional talents in pilot projects, we aim to recruit talents from around the world and cultivate a team of versatile talents and outstanding engineers who are good at solving complex engineering problems. The implementation opinions particularly emphasize the need to gather the advantages of Guangdong, Hong Kong, and Macao, rely on the Shenzhen Park of the Hetao Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone, create a pilot transformation cluster in the Greater Bay Area, and build an internationally competitive industrial pilot transformation base in the fields of new generation information technology, advanced biopharmaceutical technology, artificial intelligence, and digital economy.
