Recently, the State Council Information Office held a press conference to introduce the relevant situation of ensuring high-quality development of online rule of law. This year marks the 10th anniversary of the strategic goal of becoming a network power, the 30th anniversary of China's full-featured access to the Internet, and the 30th anniversary of the beginning of China's network rule of law. To this end, the National Cyberspace Administration led a specialized organization to compile the "Thirty Years of China's Cyberspace Rule of Law", which comprehensively showcases the achievements of China's cyber rule of law construction, summarizes China's experience in cyber rule of law construction, and also looks forward to the future and prospects of China's cyber rule of law. At the press conference, Wang Song, Deputy Director of the National Cyberspace Administration, introduced that in the new era, the construction of the rule of law on the internet fully plays a fundamental, stable, and long-term role, continuously consolidating the legal foundation for high-quality economic and social development. It is mainly reflected in the following four aspects - in building a complete network law and regulation system, China adheres to scientific, democratic and legal legislation, grasps the law of Internet development, and vigorously promotes the construction of network law and regulation. As of now, China has formulated and introduced more than 150 pieces of legislation in the field of the internet, forming a network legal system based on the Constitution, laws and regulations, traditional legislation, and specialized legislation on the internet. It has built the "four beams and eight pillars" of China's network rule of law, providing a solid institutional guarantee for the construction of a strong internet country. In building an efficient system for implementing the rule of law on the internet, China adheres to strict standards, fairness, and civilized law enforcement on the internet, safeguards fairness and justice in cyberspace, and innovates the implementation mode of the rule of law on the internet. In order to adapt to changes in economic and social development, we continuously strengthen the overall coordination of administrative law enforcement in the field of the internet, and explore comprehensive and joint law enforcement in the field of the internet. At the same time, we will increase law enforcement efforts in key areas, effectively protect the legitimate rights and interests of the people, and safeguard social public interests; Proactively responding to the judicial needs of the internet era, resolving new types of online disputes, cracking down on cybercrime, safeguarding the legitimate rights and interests of netizens, and striving to make the people feel fairness and justice in every online judicial case. In building a rigorous network rule of law supervision system, China continuously regulates and improves the operational constraints and supervision mechanisms for network legislation, network law enforcement, and network justice, unleashing the effectiveness of network rule of law supervision, providing guarantees for the implementation of major decisions and deployments of the Party and the state, and ensuring high-quality economic and social development. In terms of online legislative supervision, strengthen the construction of the online legislative filing and review system; In terms of online law enforcement supervision, the entire process of law enforcement has been supervised. At the same time, further improve the legal review system for major administrative penalty decisions and standardize administrative litigation; Strengthen the connection between online law enforcement and criminal justice, and improve the mechanism for handling cases. The implementation of government information disclosure requirements has further strengthened the institutionalization, standardization, and informatization construction of online legal disclosure. In terms of building a strong network rule of law guarantee system, we will continue to improve the system and mechanism of the Party's leadership in governing the Internet according to law, implement the requirements of the Party's management of the Internet into the whole process and all aspects of the network rule of law work, and better play the role of the Central Cyber Information Commission in making decisions as a whole. In this process, emphasis is placed on utilizing technological means such as big data, cloud computing, and artificial intelligence to improve the intelligence level of online legal work. At the same time, we will continuously expand the new pattern of online legal education, strengthen the creation and dissemination of high-quality legal education works, create a brand of online legal education, cultivate a culture of online rule of law, and create a good situation where billions of netizens participate in legal education and legal education benefits billions of netizens.
