On the morning of June 19th local time, the BRICS Chief Justices Forum opened in Sochi, Russian Federation. Zhang Jun, Chief Justice of the People's Republic of China and President of the Supreme People's Court, attended the opening ceremony and delivered a special speech. Zhang Jun stated that judicial exchange and cooperation are important components of the BRICS cooperation framework. This forum is the first forum held by BRICS countries after expanding their membership. We hope to use this as a new starting point with colleagues in the judicial community of BRICS countries. Based on the principles of equal consultation, mutual trust and benefit, and practicality and efficiency, we will continue to deepen practical cooperation in the field of trial and enforcement, and jointly improve judicial capacity and level; Adhering to a common, comprehensive, cooperative, and sustainable security concept, exploring the establishment of institutional arrangements for judicial assistance in BRICS countries, continuously increasing judicial assistance efforts, effectively combating cross-border crimes, and efficiently handling foreign-related civil and commercial disputes; Deeply share each other's judicial experience, further strengthen exchanges in judicial reform and other fields, strengthen cooperation in court information construction, and enhance cooperation in judge training, case studies, and diversified dispute resolution mechanism construction. The Supreme People's Court of China is willing to further closely communicate and exchange ideas with the highest courts of participating countries, write a new chapter in judicial cooperation among BRICS countries, provide strong judicial services for promoting modernization in various countries, and make new contributions to promoting the progress of human rule of law civilization. After the opening ceremony, Zhang Jun gave a special speech on "improving the unified legal application mechanism to ensure judicial fairness and efficiency", pointing out that the 20th National Congress of the Communist Party of China has made special arrangements to adhere to the comprehensive rule of law and promote the construction of a rule of law in China, and has put forward clear requirements for strict and fair judiciary. Develop high-quality judicial interpretations and unify legal application standards. Interpret the specific application of law in judicial work in accordance with the law, effectively solving the difficulties that plague judicial practice. By issuing normative documents, we can increase the supply of judicial policies. Build a case system with Chinese characteristics and unify the scale of case judgments. Fully leveraging the advantages of timely, flexible, targeted, and easy to grasp cases, a total of 40 batches of 229 guiding cases have been released for reference by courts at all levels when trying similar cases. Building a case library of people's courts to provide guidance for judges in handling cases, materials for the public to study law, and richer materials for the international community to understand Chinese justice. Strengthen and standardize trial management, and improve the unified legal application mechanism. Give full play to the role of the judicial committee, timely summarize and extract relevant legal application standards. Utilize the collective wisdom of professional judge conferences to provide consultation and reference for judges to correctly understand and apply the law. Strengthen the legal supervision and management responsibilities of the presiding judge, and discover and solve the problem of inconsistent legal application in case handling. Improve the mechanism for hierarchical jurisdiction and retrial, and refer cases with legal guidance to higher-level people's courts for trial. Strengthen the construction of judges' professional abilities and enhance their ability to apply unified laws. Build a legal answer website that connects the four levels of courts in China, where judges can consult and answer legal application issues related to trial work online. To carry out practical and detailed education and training for judges, carry out training sessions with public security organs, procuratorial organs, and judicial administrative organs, and promote the unity of law enforcement and judicial concepts and legal application standards. Irina Podnosova, Chief Justice of the Supreme Court of the Russian Federation, presided over the opening ceremony and read out the speech of the President of the Russian Federation, Vladimir Putin, to the forum. The Chief Justice of the Supreme Court of Appeal of the Republic of South Africa, Boise Mba, the President of the Federal Supreme Court of the United Arab Emirates, Mohamed bin Hamad Badi Dahri, the President of the Supreme Court of Appeal of the the Arab Republic of Egypt, Hosni Abdul Latif, the Chief Justice of the Federal Democratic Republic of Ethiopia, Twodros Mikeret, the Chief Justice of the Supreme Court of the Republic of India, Surya Kant, the President of the Supreme Court of the Islamic Republic of Iran, Mohammed Jafar Montazeri, and the President of the Supreme Court of the Republic of Belarus, Valenkin Sukaro, delivered speeches respectively. Huo Min, a second level judge of the People's Republic of China and the President of Shandong High Court, as well as Dilishati Shayimu, the President of Xinjiang High Court, participated in the opening ceremony.
