As of now, China has formulated and introduced more than 150 pieces of legislation in the field of the internet, forming a network legal system based on the Constitution, laws and regulations, traditional legislation, and specialized legislation on the internet. It has built the "four beams and eight pillars" of China's network rule of law, providing a solid institutional guarantee for the construction of a strong internet country. Wang Song, deputy director of the National Cyberspace Office, said that in recent years, in order to meet the needs of the development of the digital economy, the country has formulated and promulgated a number of basic laws in the Internet field, such as the e-commerce law, which has played a direct service guarantee role in the development of the digital economy. At the same time, the formulation and revision of laws such as the Anti Unfair Competition Law have further clarified the rules of the online market and enriched the legal system of the internet. "Based on the laws and characteristics of the development of the online market, we continuously improve relevant legislation, set rules and draw circles for online market activities." Peng Xinmin, Director of the Regulations Department of the State Administration for Market Regulation, gave an example, saying that for example, promoting the formulation of regulations on the registration and management of market entities, which stipulate that individuals can register virtual online venues as business premises when opening online stores, making the online market access mechanism more optimized; Announce temporary regulations on combating unfair competition in the internet, address issues such as "cashback of positive reviews", "falsification of data traffic", and "killing off big data" by network operators, and make market competition more orderly. Currently, the number of internet users in China exceeds 1 billion, and the online ecosystem is closely related to the vital interests of the vast number of internet users. "Over the years, the National Cyberspace Office, together with relevant departments, has carried out a series of special actions to strengthen the construction and management of Internet content, effectively promote network ecological governance, and protect the legitimate rights and interests of every citizen." Cui Shutian, the head of the Industrial Policy and Regulations Department of the Ministry of Industry and Information Technology, stated that in recent years, the Ministry of Industry and Information Technology has continued to strengthen law enforcement in the field of information and communication, carried out in-depth activities to rectify APP infringement on user rights, standardized the competition order in key markets, continuously strengthened data security supervision, and promoted law enforcement against telecommunications and network fraud, effectively safeguarding the legitimate rights and interests of the people. In the Internet era, people's social interaction, learning, work and so on are all carried out in cyberspace, and the resulting network related disputes are also increasing significantly. How to prevent and resolve conflicts and disputes in multiple ways? Zhou Jiahai, director of the Research Office of the Supreme People's Court, introduced that the People's Court has extended online litigation to courts across the country by establishing an Internet court, exploring "online dispute trial" and simultaneously exploring "mobile micro court" on the mobile phone. In 2023, the number of cases accepted by courts nationwide exceeded 45 million, of which 30% were registered online, and more than half of the legal documents were delivered online, greatly improving the quality and efficiency of trials and facilitating the people. At the same time, the People's Court has worked with relevant departments to improve network governance by making and issuing judicial suggestions, releasing typical cases, participating in network legislation, promoting the Internet platform to fulfill its corresponding legal and social responsibilities, and striving to achieve the source prevention and comprehensive governance of network related disputes and crimes.
