Integrity discipline refers to the behavior rules that Party organizations at all levels and all Party members should abide by in their official or other activities to ensure integrity and integrity. Its essential requirement is to use power impartially and not to seek personal gain without public power. Chapter VIII of the newly revised Regulations of the CPC on Disciplinary Actions (hereinafter referred to as the Regulations), "Sanctions against violations of integrity and discipline", defines the bottom line of integrity that cannot be touched by party members, guides the majority of party members to refuse to corrupt and never stick to it, so as to be disciplined and stop. One is to firmly oppose the phenomenon of privilege ideology and privilege. Article 94, Paragraph 1 of the Regulations refines and concretizes the relevant provisions of the Party Constitution Amendment passed at the 20th National Congress of the Communist Party of China, and adds the content of "opposing the ideology and phenomenon of privilege". There are many manifestations of privilege ideology and privilege phenomena, among which behaviors that violate integrity and discipline are more concentrated. The Regulations emphasize the opposition to the ideology and phenomenon of privilege as the first article of integrity discipline, play a supervisory role, run through the entire integrity discipline, demonstrate the consistent stance and nature of our party's opposition to privilege with a thorough self revolutionary spirit, guide party members and cadres to firmly remember the role of public servants of the people, and achieve fair use of power and clean governance. The second is to resolutely implement the spirit of the Central Eight point Regulations and rectify work style with strict discipline. Since the 18th National Congress of the Communist Party of China, the Central Committee of the Communist Party of China has taken the lead in setting an example, insisting on rectifying the "four winds" and promoting new winds, and building a dam in accordance with the central eight point regulations. But at the same time, it should be soberly recognized that hedonism and extravagance often rise, and violations of discipline often occur. Invisible and mutated behaviors grow and their harm cannot be ignored. The Regulations adhere to problem orientation, target targeted treatment with precision, focus on new situations and problems discovered in practice, and enrich the punishment provisions for behaviors that violate the spirit of the central eight point regulations. In response to the upgrading and renovation of illegal gift giving methods, a new paragraph 2 is added to Article 98, which clarifies the punishment provisions for disguised gift giving behavior in the name of lecture fees, project fees, consulting fees, etc. This provision stipulates that gifts are given in violation of regulations, but "giving" and "receiving" are a matching relationship. Those who receive gifts in the above name in a disguised manner must also be given corresponding punishments. In response to typical disciplinary violations of squandering public funds, the term "violation of official reception management regulations" in Article 116 will be revised to "violation of reception management regulations" to cover various reception activities such as official affairs, business, and foreign affairs. In addition, the Regulations add provisions on punishment for indiscriminate welfare issuance in Article 114; Add fallback clauses in Article 118 and Article 119 respectively to punish violations of regulations such as meeting activity management and office space management, making the coverage of disciplinary violations more comprehensive and promoting the normalization and long-term effectiveness of work style construction. The third is to improve the professional norms for party members and cadres after leaving their posts, and strengthen full cycle management. The Regulations further enrich the management and supervision of departing party members and cadres by addressing issues such as some party members and cadres persistently engaging in corruption or using the influence formed during their tenure to seek benefits for others. Article 105 enriches and improves the punishment provisions for personal violations of employment after resignation or retirement, expanding the scope of application from the original "Party member leading cadres" to all Party members, reflecting the unity of focusing on "key minorities" and managing the vast majority; Correspondingly, the scope of prohibiting illegal employment after leaving the post has been expanded. On the basis of "the business under the jurisdiction of the original position", "directly related to the original job business" has been added as the scope of prohibition, thereby coordinating with the Civil Servant Law and other laws, making the regulatory system more stringent. In practice, the specific scope of determining "directly related to the original job business" should be grasped in conjunction with the list of restrictions on employment behavior after resigning from public office formulated by relevant units. At the same time, a new Article 106 has been added to the Regulations, which clearly stipulates that if a party member or cadre who resigns or leaves (leaves) takes advantage of their original power or position to seek benefits for their relatives and other specific related parties in business activities, or uses their original power or position to seek benefits for others, and their relatives and other specific related parties accept the other party's property, they shall be given corresponding sanctions. The above regulations are made for Party members and cadres who have left their posts, aiming to emphasize that Party members and cadres should not abuse their power or seek personal gain while in office. These requirements should also be consistent after leaving their positions, and the standards of integrity should not be lowered. They should ensure that they do not leave the Party after leaving their posts and do not fade after retirement. The fourth is to urge party members and cadres to strengthen education and restraint on their relatives, and take the lead in clean governance of the family. The Regulation enriches the punishment provisions for Party members and cadres who violate regulations by providing assistance in seeking benefits for their relatives in managing precious and special resources in the second paragraph of Article 104. The essence of such behavior is to turn public power into a private tool for family and friends to seek benefits, use local specialties as a medium for personal gain, use public power to create their own "treasure trove" and "money tree", violate the Party's integrity discipline, disrupt social norms and market order, and should be severely punished. At the same time, Article 107 of the Regulations enriches and improves the punishment provisions for party members and leading cadres who refuse to correct their spouses, children, and their spouses for illegal employment behaviors. In cases where the family members of leading cadres engage in illegal business operations in enterprises, even if the leading cadres themselves do not actually use their powers for personal gain, there may be conflicts of interest in their positions, which may affect economic order and social fairness, and should be regulated. In 2022, the General Office of the Communist Party of China Central Committee issued the "Regulations on the Management of Spouses, Children, and Their Spouses of Leading Cadres Engaging in Business and Running Enterprises", which stipulated the applicable objects and situations, work measures, disciplinary requirements, etc., and put forward prohibition requirements for spouses, children, and their spouses of leading cadres at different levels and categories engaging in business and running enterprises. In practice, various regions and units have refined and improved the scope of prohibition for spouses, children, and their spouses of leading cadres to engage in business and run enterprises based on the actual situation of their respective regions and units. Leading cadres must strictly abide by relevant regulations. Integrity and self-discipline are the bottom line for Communist Party members to serve as officials and engage in politics. Party members and cadres should deeply study and understand the content and requirements of integrity and discipline, adhere to self-respect, self reflection, self alarm, and self motivation, constantly cultivate the virtue of politics, constantly think about the harm of greed, and always have a heart of self-discipline, so as to be a clean and honest person and do things cleanly.
