Household distributed photovoltaics help promote comprehensive rural revitalization

The photovoltaic industry chain consists of upstream photovoltaic cell related raw materials, midstream battery cells and modules, and downstream photovoltaic power generation industries. According to the development and application forms, the photovoltaic power generation industry can be divided into centralized photovoltaic power generation and distributed photovoltaic power generation. In recent years, the Chinese government has attached great importance to the development of distributed photovoltaics, which has led to the rapid promotion of household distributed photovoltaics in rural areas, becoming a vivid epitome of China's new energy development. According to statistics from the National Energy Administration, as of the end of March this year, the cumulative grid connected capacity of photovoltaic power generation in China was 659.5 million kilowatts, including 122.94 million kilowatts of distributed photovoltaic power for household use; Among them, the cumulative grid connected capacity of photovoltaic power generation in Shandong Province is 60.155 million kilowatts, and the household distributed photovoltaic power generation is 26.29 million kilowatts, which is the largest among 31 provinces (regions, cities). At present, the cumulative number of households installing distributed photovoltaics in rural areas of China has exceeded 5 million, driving effective investment of over 500 billion yuan, and has become an important driving force for the development of renewable energy in rural areas. This year, "promoting the development and utilization of distributed energy" has been included for the first time in the Government Work Report, and has also been listed as a key focus of government work in multiple regions. During this year's National People's Congress and Chinese People's Political Consultative Conference, relevant officials stated that the National Energy Administration will organize the construction of pilot counties for rural energy revolution, implement the "Thousand and Ten Thousand Household Sunshine Action", explore and promote the clean and low-carbon transformation of rural energy, and assist in rural revitalization. The rapid development of household distributed photovoltaics in rural China is due to the supportive policies implemented by the government for the development of the photovoltaic industry. On the one hand, with the support of a series of industrial policies, China's photovoltaic equipment manufacturing industry has continuously expanded its production capacity and improved its technological level, making photovoltaic products one of the "new three types" that are popular overseas. At the same time, the investment cost of household distributed photovoltaic construction continues to decline, laying the foundation for its vigorous development in rural areas. On the other hand, the comprehensive implementation of photovoltaic poverty alleviation projects cultivates distributed photovoltaics to flourish everywhere in rural areas. In 2014, the National Energy Administration and other departments issued the "Work Plan for Implementing Photovoltaic Poverty Alleviation Projects", deciding to organize the implementation of photovoltaic poverty alleviation projects within six years, opening a new chapter in the development of photovoltaic poverty alleviation. Subsequently, a series of normative and supportive documents were successively introduced. In the fight against poverty, photovoltaic poverty alleviation projects, as one of the top ten precision poverty alleviation projects, install distributed photovoltaic power generation equipment for villagers at low cost through national financial subsidies, and subsidize the lives of impoverished households in the form of electricity sales revenue. With the strong support of the country, rural distributed photovoltaics have achieved leapfrog development, and photovoltaic poverty alleviation has achieved outstanding results. Currently, with the deepening implementation of the "Thousand Households Bathing in Light Action" and the effectiveness of local support policies, distributed photovoltaics for rural households continue to develop and grow, profoundly affecting rural production and life, and shining with vitality in the vast fields. On the one hand, household distributed photovoltaics have promoted the rural energy revolution and found important application scenarios for the development of new energy; On the other hand, various regions in China have innovated new models of household distributed photovoltaic development according to local conditions, bringing fixed income to villagers, driving stable income growth, and allowing more people to enjoy the dividends of energy transformation and low-carbon development. With practical actions, this has opened up a new blue ocean for increasing farmers' income and promoting comprehensive rural revitalization. In the critical period of ecological civilization construction, household distributed photovoltaics will contribute to accelerating energy transformation, promoting comprehensive rural revitalization, and achieving the "dual carbon" goals.
