In order to deeply implement the "Outline for Building a Strong Intellectual Property Country (2021-2035)", solidly promote the construction of a strong intellectual property city, comprehensively enhance the city's ability to create, apply, protect, manage, and serve intellectual property, and fully leverage the role of intellectual property in stimulating independent innovation, promoting high-quality development, and optimizing the business environment, the Huizhou Market Supervision Bureau (Intellectual Property Bureau) recently issued the "Several Measures for Promoting High Quality Development of Intellectual Property in Huizhou City" (hereinafter referred to as the "Measures"), which strengthens financial support in promoting high standard protection of intellectual property, and clarifies the relevant aspects from supporting intellectual property rights protection, improving social governance mechanisms for intellectual property, and building a highland for intellectual property protection. In terms of supporting intellectual property rights protection, the Measures stipulate that for cases where domestic enterprises and institutions obtain effective award documents through judicial, arbitration, and administrative adjudication procedures for rights protection, each case shall be given a 20% subsidy of necessary rights protection costs, with a total annual subsidy of no more than 100000 yuan per unit; If the overseas rights protection is enforced through administrative rulings, judicial rulings, and settlements, a subsidy of 30% of the necessary rights protection cost will be provided, with an annual subsidy of no more than 200000 yuan per unit. In terms of improving the social governance mechanism for intellectual property rights, the Measures stipulate the establishment of a diversified mechanism for resolving intellectual property disputes and the construction of a three-dimensional protection model for key industrial chains. Support industry associations, chambers of commerce, intellectual property service institutions, and enterprises and institutions to establish intellectual property dispute resolution institutions such as people's mediation, commercial mediation, and industry mediation, establish intellectual property protection alliances, and encourage intellectual property dispute resolution institutions to establish litigation mediation mechanisms with courts. For the diversified resolution of intellectual property disputes that have been approved by the city, a funding subsidy of no more than 200000 yuan will be provided for each project. In terms of building a highland for intellectual property protection, the Measures stipulate supporting the creation of a national standardized market for intellectual property protection, and providing a one-time subsidy of 200000 yuan to those identified as such. It is understood that in the practical practice of intellectual property protection, Huizhou City has taken a series of strong measures to effectively purify the market environment and protect the legitimate rights and interests of business and innovation entities. In terms of judicial protection, the Intermediate People's Court of the city accepted 1090 cases of various types of intellectual property cases throughout 2023, and concluded a total of 1184 cases of various types of intellectual property cases. The statutory completion rate of intellectual property civil cases in this jurisdiction is 47.27%. The city's public security organs cracked down on 167 cases of intellectual property infringement crimes, arrested 423 suspect, detained 249 people, and involved 336 million yuan. In terms of administrative protection, the Market Supervision Bureau of Huizhou City has organized a series of special actions on intellectual property, such as "Escort 2023", to rigorously investigate and deal with various types of cases such as trademark infringement, patent infringement, geographical indications, special indications, and trade secrets. A total of 447 intellectual property cases were filed and investigated throughout the city in 2023. The Municipal Intellectual Property People's Mediation Committee resolved 233 cases through mediation throughout 2023, a year-on-year increase of 40.33%. The release of this "measure" means that Huizhou City will continue to make efforts in the new stage of intellectual property protection, based on the current situation of intellectual property protection in this city, strengthen resource protection, improve the quality and efficiency of fund use, and build a strong barrier for intellectual property protection to help the high-quality development of intellectual property in the city.
