From June 12th to 15th, Zheng Jianbang, Vice Chairman of the Standing Committee of the National People's Congress, led the Social Insurance Law Enforcement Inspection Team of the Standing Committee of the National People's Congress to conduct law enforcement inspections in Sichuan Province. Zheng Jianbang emphasized that the Social Insurance Law is a fundamental and comprehensive law in the field of social security, which reflects the major decisions and deployments of the Party and the state on social security. Since the implementation of the law, it has played an important role in regulating social insurance relationships, promoting the development of social insurance, ensuring that citizens share the fruits of development, and maintaining social harmony and stability. The law enforcement inspection team has successively visited Yibin City, Luzhou City, Chengdu City and other places in Sichuan Province, closely following the legal provisions, conducting on-site inspections on the implementation of the Social Insurance Law by large state-owned enterprises, private enterprises, hospitals, etc., and listening to reports on the implementation of the Social Insurance Law in Sichuan Province. The law enforcement inspection team also conducted random inspections. The law enforcement inspection team believes that Sichuan Province attaches great importance to social insurance work and the implementation of the Social Insurance Law, adheres to the people-centered approach, and has initially established a multi-level social security system that covers the whole population, coordinates urban and rural areas, is fair and unified, safe and standardized, and sustainable. The coverage of social insurance continues to expand, the level of benefits steadily improves, the fund support capacity gradually strengthens, social security services continue to optimize, the regulatory system continues to improve, and all social security work has achieved tangible results. Zheng Jianbang pointed out that social security is a safety net and social stabilizer for people's livelihoods, closely related to the happiness and health of the people, and related to the long-term stability of the country. Implementing the Social Insurance Law is an inevitable requirement for implementing major decisions and deployments of the Party and the state, a concrete manifestation of adhering to the principle of putting the people first, and an important measure to weave and strengthen the social security safety net. We must adhere to a problem oriented approach, promote the comprehensive implementation of the Social Insurance Law, continue to strengthen the expansion of insurance coverage, pay high attention to the sustainability of social security funds, continuously improve the efficiency of handling services, and comprehensively strengthen supervision of social insurance. Zheng Jianbang emphasized that legalization is an important guarantee for consolidating the major reform achievements of social insurance and promoting the healthy development of social insurance. It is necessary to highlight the construction of the rule of law, strengthen the unity of institutional norms, and strengthen social insurance work on the track of legalization. The work of amending the Social Insurance Law has been included in the legislative plan of the 14th National People's Congress Standing Committee. Taking this law enforcement inspection as an opportunity, we will comprehensively identify the key and difficult issues in the implementation of the law, widely listen to opinions from various regions, relevant departments, experts and scholars, enterprises, and the public, strengthen research on relevant issues, make policy reserves for revising relevant content, and strengthen the leading and supporting role of the law in the social insurance industry. Relevant national departments should actively study and formulate supporting regulations and departmental rules for the Social Insurance Law. Local people's congresses should combine local conditions to study and formulate relevant local regulations, gradually forming a comprehensive, multi-level, and sound social insurance legal system with the Social Insurance Law as the core.
