To achieve the goal of developing elevation quality, we still need to seize the commanding heights in technological innovation, put efforts into attracting and retaining talents, and focus on cultivating morality and talent. Integrated planning and coordinated promotion, smooth the virtuous cycle of education, technology, and talent, promote the deep integration of talent chain, innovation chain, industry chain, and entrepreneurship chain, and will gather strong joint forces to cultivate new quality productive forces. Human beings are the most active factor in productivity. In the long run, cultivating talents urgently needed for the development of new productive forces must play the role of education. In the ecosystem of deep integration of industry, academia, and research, we train young scientific and technological talent reserves, cultivate innovative teams in urgent frontline practices, forge composite talents in interdisciplinary training systems, and cultivate strategic scientists in national major projects. Based on the characteristics of different fields and disciplines, we construct a hierarchical and classified training system to better coordinate vocational education, higher education, and continuing education, which helps to create a reasonably distributed talent pool and continuously deliver vitality to various fields and links of scientific and technological innovation and industrial innovation. The discovery, cultivation, and utilization of talents are a complete chain. The effectiveness of talent cultivation, attraction, retention, and utilization directly affects the environment for entrepreneurship and entrepreneurship. Qinghai has introduced a group of high-level talents through special training programs such as "Teaching Famous Teachers" and "Plateau Famous Doctors"; Jiangsu has launched a "leading list" campaign for key industrial cluster enterprises such as "Leading 100 Enterprises" and "Specialized, Refined, Special, and New"; The "Golden Phoenix" talents in the Western (Chongqing) Science City can stay in high-end talent rooms for free... It has been proven that, from optimizing salary systems and providing promotion opportunities, to strengthening social security and protecting intellectual property rights, to improving assessment and evaluation, and establishing fault tolerance mechanisms, the more thoughtful talent services are, the higher the enthusiasm for innovation, and the more promising scientific and technological achievements are. Senior technician Yong Ning has rooted himself in the front line and completed over 400 technical research projects, saving the enterprise tens of thousands of yuan in equipment research and development costs; "One micron master" Chen Liang has repeatedly explored and broken foreign technological monopolies, filling the gap in the localization of easy to pull ring mold manufacturing...
