To stabilize grain production and ensure food security, it is necessary to protect and mobilize the enthusiasm of farmers and local governments to grow grain, improve the mechanism for ensuring the benefits of grain farmers and compensating for the interests of major grain producing areas, improve policy accuracy and effectiveness, and consolidate the foundation of food security. We must adhere to promoting innovation through openness, improve the system and mechanism for opening up science and technology to the outside world, improve the global innovation system, actively integrate into the global innovation network, highlight key areas and key links, and fill the gaps in the open innovation system. Li Qiang, member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and Deputy Director of the Central Committee for Comprehensive Deepening of Reform, Wang Huning, and Cai Qi attended the meeting. The meeting pointed out that in order to improve the modern enterprise system with Chinese characteristics, it is necessary to respect the status of enterprise management entities, adhere to problem orientation, and implement classified policies and strengthen guidance based on enterprise size, development stage, and ownership nature. We need to strengthen the comprehensive leadership of the Party over state-owned enterprises, improve the institutional mechanisms under which the Party leads state-owned enterprises, promote strict implementation of responsibilities by state-owned enterprises, improve modern corporate governance of state-owned enterprises, and strengthen supervision and management of state-owned capital. We should encourage private enterprises with conditions to establish modern enterprise systems, improve the corporate governance structure, regulate shareholder behavior, strengthen internal supervision, and improve risk prevention mechanisms. We should pay attention to the leading role of party building and enhance internal management level. The meeting emphasized the need to improve the mechanisms for ensuring the benefits of grain farmers and compensating for the interests of major grain producing areas. Efforts should be made to prioritize the improvement of comprehensive agricultural production capacity, improve policy systems such as pricing, subsidies, and insurance, innovate ways to increase efficiency in grain management, improve the incentive system for rewards and subsidies in major grain producing areas, explore multi-channel compensation methods for interests in production and sales areas, and improve the support and protection system for grain production. We need to take substantial steps in establishing a provincial-level horizontal interest compensation mechanism, and promote the joint responsibility of ensuring food security in major grain producing areas, major sales areas, and balanced production and sales areas. We need to coordinate and support small farmers and new agricultural operators, strengthen policy support, service guidance, and interest linkage, and promote the organic connection between small farmers and modern agricultural development. The meeting pointed out that in order to build an open environment for technological innovation with global competitiveness, we must adhere to the combination of "going out" and "bringing in", expand international scientific and technological exchanges and cooperation, strive to build a win-win partnership, and plan ahead and deeply participate in global scientific and technological governance. We need to strengthen the construction of an international research environment, target the practical concerns of scientific researchers, focus on solving prominent problems, and ensure that talents are introduced, retained, and used well. We must continuously improve the technology security system and risk prevention mechanism, and establish a solid safety bottom line in an open environment. Members of the Central Committee for Comprehensively Deepening Reform attended the meeting, and officials from relevant departments of the central and state organs attended the meeting as observers.
