According to the website of the Hong Kong Special Administrative Region Government, on June 12, the Secretary for Security of the Hong Kong Special Administrative Region Government, Deng Bingqiang, exercised the powers conferred by sections 89 (1) and 89 (4) of the Maintenance of National Security Ordinance (No. 6 of 2024) by publishing a notice in the Gazette, specifying six individuals who fled to the UK and were arrested by the court on suspicion of committing crimes against national security, and specifying the measures to be taken against the fugitives. The details are listed in Announcement No. 15 and Announcement No. 16 of 2024. Six designated fugitives, including male Luo Guancong, male Meng Zhaoda, male Liu Zudi, male Zheng Wenjie, male Huo Jiazhi, and male Cai Mingda, continued to engage in acts and activities that endanger national security after fleeing to the UK. The Hong Kong police then applied for arrest warrants in accordance with the law and wanted each person in July and December 2023. The following four measures apply to all six fugitives: prohibition of providing or processing funds, prohibition of certain activities related to real estate, prohibition of joint ventures or partnerships involving fugitives, revocation of special zone passports, etc. In addition, the measures of temporary revocation of professional qualifications and temporary dismissal of director positions are applicable to individual individuals who have fled. A spokesperson for the Hong Kong Special Administrative Region government emphasized that these lawless wanted criminals are hiding in the UK and continue to openly engage in activities that endanger national security locally. They have made sensational remarks to smear and defame the Hong Kong Special Administrative Region, and continue to collude with external forces to shield their wrongdoing.
