The Zhejiang Provincial Health Commission has released the Implementation Plan for Comprehensively Strengthening the Construction of the "Three Teams" in the Health Field of Zhejiang Province (hereinafter referred to as the "Plan"), which proposes to carry out innovative practical actions of "county hiring township employment, township management county education", innovate the employment and staffing mechanism of grassroots medical and health talents, and improve the salary level of grassroots health personnel to break through the bottleneck of insufficient talent cultivation at the grassroots level. The development of the healthcare industry is a benchmark for measuring the accessibility of public services. Enabling more people in remote areas such as mountainous areas and islands to have access to good doctors for their illnesses is a crucial step towards common prosperity. This time, Zhejiang has implemented 20 actions to prioritize increasing investment in healthcare talents, cultivating medical and healthcare talents, and increasing the supply of grassroots healthcare talents, in order to optimize the overall structure, match professional qualities, and better unleash talent efficiency. According to the plan, Zhejiang will enhance the sense of acquisition and achievement of grassroots medical and health talents through multiple channels. For example, the province will carry out the innovative practice action of "county hiring township employment, township management county education", promote the orderly flow of talents in counties and rural areas, and improve the level of grassroots medical services. Specifically, Zhejiang will innovate the employment and staffing mechanism for positions. The staffing of medical communities will be classified and determined according to two types: county-level hospitals and grassroots medical and health institutions. The total staffing will be coordinated and used by the medical community. At the same time, support will be provided for grassroots medical and health talents to be hired by counties and employed by townships. A new model of salary management for positions will be explored, and support will be provided for grassroots medical and health talents to be managed by townships and nurtured by counties. It is reported that the pilot reform work will be officially launched in 2024, with the goal of fully carrying out the work of "county hiring and township using, township managing and county education" in the county-level medical communities of Zhejiang Province by 2027, and the orderly flow of more than 1000 health and technical personnel. At the same time, targeting the "shortage at the grassroots level, service needs, and development needs", Zhejiang will carry out a three-year training campaign for 10000 grassroots doctors, and promote the training and learning of grassroots medical personnel in a hierarchical and classified manner. County level medical personnel shall give priority to selecting subject backbone, scarce professional and clinical technical talents, while township medical personnel shall give priority to selecting professional and technical talents in general, surgery, orthopedics, ophthalmology, rehabilitation, emergency and other fields. Village level medical personnel shall give priority to selecting young doctors with weaker foundations or shorter working hours, achieving full coverage of county-level, township, and government run village level medical and health institutions. The group of college students is also an important force in the development of rural medical and health care. According to the "Plan", Zhejiang will also carry out the implementation action of the special plan for college student rural doctors, establish efficient linkage mechanisms with multiple departments, achieve "policy research, plan formulation, work coordination, and problem resolution" for college student village doctors, fully strive for national policy support, establish and improve the career development path of college student village doctors, and rely on medical colleges and universities in Zhejiang Province to establish a training base for college student village doctors.
