The meeting pointed out that it is important to deeply understand the importance of judicial services in ensuring employment. High quality and full employment is related to the peaceful life of the people and the stability of economic and social development. From a political perspective and from the perspective of cultivating the Party's governing foundation, we must effectively shoulder the responsibility and mission of providing judicial services to ensure high-quality and full employment. We should focus on the rule of law, fully consider the phased contradictions and problems that arise in the process of social development, promote employment as much as possible within the discretionary space of the law, and achieve the organic unity of the "three effects". The meeting pointed out that the judicial protection role should be fully utilized. Resolving employment disputes and promoting high-quality and full employment are the common responsibilities of courts in various areas of trial and enforcement. We need to carry out compliance reforms for enterprises involved in cases, increase efforts in civil, administrative, and enforcement fields, assist in protecting enterprises in accordance with the law, and deepen and consolidate employment. We must adhere to the concept of good faith and civilized execution, apply measures such as live seals and buckles in accordance with the law, implement the practice of "releasing water for fish farming", and continuously stimulate economic vitality. We need to collaborate with relevant departments to create a fair employment environment, jointly address employment discrimination, unpaid wages and social security, job traps and other chaos, and smooth channels for workers to protect their rights. The meeting emphasized the need to focus on front-end governance. It is the duty of the people's courts to integrate into national and social governance. We need to enhance our sense of initiative in fulfilling our duties, actively promote the front line and prevent diseases through judicial suggestions, work consultations, and other means. To summarize and publish typical cases involving employment disputes, guide employees to protect their rights in accordance with the law, promote standardized business operations, and strive to resolve employment disputes invisibly. Efforts should be made to increase the storage of labor dispute cases and the answering of questions on the "Legal Answering Network", unify judgment standards, and enhance judicial capabilities. The meeting discussed guidelines for the governance of litigation sources, requiring the consolidation and expansion of thematic education achievements, continuous implementation of litigation source governance, greater efforts to promote the prevention and resolution of conflicts and disputes at the source, and promote the comprehensive construction of a socialist modernized country on the track of the rule of law. The meeting discussed opinions on cross execution work and cases of accountability, fully affirming the effectiveness of using cross execution to promote the overall overcoming of difficulties in execution work, and calling for further implementation of accountability. If there are cases of ineffective execution such as passive execution or delayed execution, or clues of disciplinary and illegal issues are found, they will be resolutely investigated and dealt with in accordance with discipline and law. The meeting studied the selection of excellent business achievements and the cleaning up of research platform institutions. It is required that business selection and trial theory research should always be closely related to the actual judicial trial work, be more practical, less abstract, and produce high-quality products, so that judges, especially frontline judges, can concentrate more energy on trial execution work, and continue to deepen and implement the burden reduction for grassroots.
