The Implementation Plan proposes that the procuratorial organs of three provinces (regions) and four regions focus on prominent issues of public concern and social concern, such as rivers, lakes, wetlands, cultural heritage, etc. in the Heihe River Basin, forming a work pattern of regional linkage, horizontal coordination, and joint management, and working together to build a strong ecological security barrier for the Heihe River Basin; Deepen the implementation of cross regional procuratorial cooperation mechanisms, leverage the functions of the "four major procuratorates", and serve to ensure the protection of the ecological environment in the Heihe River Basin. Among them, the criminal prosecution strengthens the supervision of case filing in the field of environmental resources in Heihe, supervises administrative law enforcement agencies to timely transfer case clues, supervises investigation agencies to file cases for investigation, and strictly prevents cases that are not transferred or filed; Civil prosecution comprehensively utilizes diversified supervision methods such as submitting appeals, retrial prosecution suggestions, and supporting prosecution to supervise civil litigation and enforcement activities; Administrative prosecution strengthens the supervision of the government and its administrative organs in administrative licensing, administrative penalties, and other aspects, promoting the construction of a rule of law government; Public interest litigation prosecution focuses on water pollution prevention and control, water resource management, and cultural relic site protection in the Heihe River Basin, carries out precise supervision, and promotes the governance of litigation sources. In addition, the Implementation Plan specifies that problems discovered during special supervision activities should be classified and summarized, and a ledger should be established to achieve information exchange. Among them, those suspected of committing crimes shall be transferred to the public security organs for investigation and filing; For those who harm national or public interests, they shall be urged to rectify the problem through consultation, procuratorial suggestions, litigation, and other means.
