The issue of food and drink is not a trivial matter, it is related to the image of the Party in the hearts of the people. Since the 18th National Congress of the Communist Party of China, the Party Central Committee has persistently implemented the spirit of the Central Eight point Regulation, and the situation where "dozens of documents cannot control a single mouth" has been reversed. The phenomenon of public funds for eating and drinking, as well as openly violating regulations in front of the masses, has been effectively curbed. At the same time, it should also be noted that illegal eating and drinking is stubborn and repetitive. From the cases of investigation and reporting, it can be seen that the means and methods of illegal eating and drinking tend to be covert. Some have shifted from openly using public funds for eating and drinking to illegally accepting management services and banquets from lower level units; Some have shifted their dining and drinking venues from light to dark, moving them to internal canteens, remote farmhouses, and surrounding counties and cities; Some also take advantage of work inspections, training, receptions, and promotions to hold various banquets, and reimburse expenses through forging official letters, falsely listing receptions, and falsely reporting the number of people... The Third Plenary Session of the 20th Central Commission for Discipline Inspection pointed out that special rectification should be carried out against illegal eating and drinking, and problems such as "eating official letters", "eating canteens", "eating bosses", and "eating subordinates" should be strictly investigated to resolutely prevent the "special treatment" of official receptions in financial, state-owned enterprises, and other units. We must continue to maintain a high-pressure situation, increase the intensity of investigation and reporting, and resolutely prevent the resurgence of illegal eating and drinking. Grasp the characteristics and laws of illegal eating and drinking, target efforts, and resolutely rectify them. At present, there are both old problems and new situations in illegal eating and drinking. It is necessary to accurately grasp the new trends and characteristics of invisible mutations and underground entry, innovate methods and methods, and uncover the "invisibility cloak" of illegal eating and drinking. We need to increase the intensity of open inspections and secret investigations, through linkage, cross checks, analysis and screening, to thoroughly investigate illegal eating and drinking behaviors in the top wind. On the surface, illegal eating and drinking may seem like "not changing one's mind" and satisfying one's appetite, but in reality, it is the intention of a drunken man not to drink. Some take advantage of drinking and dining parties to engage in power and money transactions; Some use emotional connections as an excuse and "dining tables" as a platform to engage in unorganized activities such as group activities and forming cliques... Cases show that illegal eating and drinking are the "trigger" for most violations of discipline and the "catalyst" for corruption. We need to improve the working mechanism of investigating and governing corruption, not only by "investigating corruption from the perspective of the wind", but also by taking a step forward and digging deeper into the problems of illegal eating and drinking discovered. We will seriously investigate and deal with the "network" and "chain of interests" behind corruption issues such as petitioning and interest transmission, while adhering to the principle of "rectifying corruption from the perspective of the wind" and analyzing new trends in illegal eating and drinking from corruption cases. Systematically implementing and rectifying measures, comprehensively implementing policies to solve the chronic diseases of illegal eating and drinking. The problem of illegal eating and drinking is stubborn and complex. We must continue to work hard to solve deep-seated problems such as systems and concepts, and resolutely eradicate the soil where illegal eating and drinking breed.
