The service center of the South China Sea Navigation Support Center of the Ministry of Transport has expired for 5 years. Since its establishment, the center has fully played the role of "overall customer service" in the South China Sea navigation security services, constructed an "E navigation+service" development pattern, achieved "zero delay" communication between navigation users and navigation security departments, and "zero distance" services, becoming a new business card for South China Sea navigation security services. In the past five years, the center has issued a total of 61994 national navigation police (notices) in both Chinese and English, collected 885 E navigation user needs and consultations, processed 1392 work orders, and added and modified 136 E navigation services based on user needs, which has been supported and recognized by a large number of navigation users. In order to continuously improve the experience of navigation support services for the public, on May 17, 2019, the South China Sea Navigation Support Center took the lead in establishing the country's first sea area level navigation support user service center, establishing a "total customer service" for navigation support services in the South China Sea, and building an all-weather navigation support user service system that integrates information system operation monitoring, E navigation sea user service, digital navigation warning (communication) broadcasting, and so on. According to the person in charge of the South China Sea Navigation Support Center, after its establishment, the center fully leverages the advantages of Guangzhou Communication Center's 7 * 24 hour duty resources, uniformly accepts consultations on navigation support, business processing, and the use of the E navigation system, and builds efficient service channels to enable navigation users and navigation support departments to communicate with each other with "zero delay" and provide "zero distance" services. Nowadays, the center has achieved centralized and unified duty for maritime security services around the clock, with one window providing unified external services. It provides safety information services for maritime vessel navigation safety 24/7 online, becoming the "overall customer service" for maritime security in the South China Sea. Not only that, the center also strengthens the development and application of comprehensive aviation protection data, expands and enriches the connotation and extension of aviation protection products and services, provides support and guarantee for highly integrated hydrological, meteorological and other data resources, realizes cross departmental information sharing of water related data from multiple units, and "one-stop" meets the diversified, personalized, and differentiated maritime travel needs of users in the jurisdiction. According to statistics, since its establishment, the service center has collected a total of 885 requests and consultations from E Navigation users, processed 1392 work orders, and added and modified 136 E Navigation services based on user needs. In recent years, the center has continuously promoted service upgrades and established a sound mechanism for handling user complaints immediately. The time limit for problem feedback has been shortened from 5 working days to 24 hours; Promote the "integrated management" model of maritime supervision and navigation services, successfully handle multiple real on-site reports, assist in tracking and repairing faults in navigational beacons, navigational aids, and oil pollution on the sea surface. Behind the data lies the determination of the South China Sea Navigation Support Center to consolidate the traditional business fundamentals of navigation support, accelerate the development of new quality productivity, ensure water safety with intelligent and digital navigation services, and actively serve national strategies and high-quality development of local economy and society. It is understood that in the past five years, the center has focused on digital transformation and intelligent upgrading, relying on technological innovation and service innovation to promote the parallel transformation of the South China Sea Navigation Protection Center from traditional navigation support services to traditional navigation support services and digital services. By monitoring and guarding the navigation support business 24/7, the previous situation of "multiple exports" and "multiple external" services for navigation support buoys, surveying, and communication has been changed. The lack of unified monitoring and monitoring of information system operation and the provision of navigation support services, as well as the work mode of multi-point decentralized monitoring, has been changed, achieving "one window external" 24/7 services and forming a long-term supervision and restraint mechanism for navigation support services. At the same time, the center strengthens the digital integration of maritime supervision and navigation support, actively adapts to and serves new business models such as ocean farms and offshore wind farms, assists in providing safety warning services for offshore wind farms, ocean farms, submarine optical cables, and carries out maritime safety information release services based on E navigation. It provides ships with highly available, reliable, timely, and accurate visual navigation warning (communication) services that comply with S-124 standards, providing guarantees for safe and efficient navigation of ships.
