Technology empowers production capacity improvement and helps build a higher-level "Qilu granary". Intensify agricultural technological innovation efforts, continuously improve the conversion rate of achievements, enable innovative achievements to reach the field, and promote Shandong from a major agricultural province to a strong agricultural province. Since the 14th Five Year Plan period, the finance of Shandong Province has continuously increased investment in agricultural science and technology, strengthened support in scientific research, technology, projects, platforms, talents, services, and other aspects, focused on basic and key areas to increase investment in agricultural science and technology innovation, actively guided financial capital and social capital to enter the field of agricultural science and technology innovation, encouraged enterprises to lead the formation of industry university research collaborative innovation alliances, cultivated and created a group of high-level and high-level agricultural research and development institutions, and effectively improved the soft power of agricultural innovation research. In December 2022, the National Salt alkali Land Comprehensive Utilization Technology Innovation Center officially settled in Dongying City, Shandong Province. Accelerate the establishment of a sound mechanism for the transformation of agricultural scientific and technological achievements, and strengthen the publicity and promotion of agricultural scientific and technological achievements through measures such as establishing a scientific and technological achievement transformation fund and a scientific and technological achievement transformation platform, in order to improve the efficiency of the application and transformation of agricultural scientific and technological achievements. The construction of a higher-level "Qilu granary" faces many challenges. It is not only necessary to actively address the structural contradiction between supply and demand brought about by the upgrading of consumer levels among residents, but also to fundamentally break through the limitations of traditional agricultural productivity and completely change the small-scale, fragmented, decentralized, and inefficient traditional agricultural management pattern. In recent years, Shandong has taken industrial parks, entrepreneurial parks, and science and technology parks as carriers to cultivate various new agricultural management entities such as agricultural production and operation giants, family farms, farmer professional cooperatives, agricultural leading enterprises, and specialized social service organizations according to local conditions, fully leveraging the leading and demonstrative role of new agricultural management entities in promoting new varieties, applying new technologies, creating new formats, exploring new models, and developing new products. Since the launch of the construction of the National Modern Agriculture Industrial Park in 2017, the Ministry of Agriculture and Rural Affairs and others have successively released multiple batches of national level modern agriculture industrial park lists, and Shandong Province has been approved for a total of 15 modern agriculture industrial parks. In practice, relying on the construction of industrial parks, various new agricultural management entities in Shandong have gathered together to practice and move towards the new, closely focusing on the forefront of agricultural technology. They have overcome one core technical problem after another in modern seed industry, smart agriculture, food processing, agricultural machinery and equipment, and have produced a number of original scientific and technological innovation achievements. Taking the cultivation of excellent agricultural varieties as an example, the National Modern Agriculture Industrial Park in Jiaxiang County, Shandong Province has successfully cultivated 165 soybean varieties with independent intellectual property rights. The breeding supply of excellent soybean varieties in the soybean seed production base accounts for more than 75% of the total supply in the Huang Huai Hai region. After several years of practical exploration, the production models of new agricultural management entities in Shandong have become increasingly diversified, gradually shifting towards intensification, standardization, mechanization, greening, and digitization, effectively driving local small farmers to participate in various forms of agricultural industrialization and scale management, and promoting the organic connection between small farmer production and modern agricultural development. Accelerate the cultivation of new technologies, models, and formats, injecting new momentum into promoting a higher level of "Qilu granary". Accelerate the cultivation of the entire agricultural industry chain and build a modern agricultural industry system. The entire agricultural industry chain is an advanced form of agricultural industrialization development, covering various links of the agricultural industry such as production, processing, storage, circulation, and sales. In recent years, various regions in Shandong have actively developed rural characteristic industries and agricultural product processing industries, taking advantage of regional resource endowments, promoting industrialization through standardization. By extending the industrial chain and enhancing the value chain, the stability and competitiveness of the entire industrial chain have been improved, expanding the space for agricultural development in a larger scope and field, and to a greater extent, unleashing the multiple functions and diverse values of the agricultural industry. To shoulder the heavy responsibility of ensuring food security, it is necessary to actively practice the concept of big agriculture, accelerate the cultivation of new forms of agriculture such as intelligent agriculture, circular agriculture, leisure agriculture, soilless agriculture, and marine agriculture, develop emerging agricultural industries, accelerate the growth of emerging agricultural industry clusters, seize future agricultural high-tech positions and industrial highlands, effectively improve the modernization level of the agricultural industry chain and supply chain, and lay a solid industrial foundation for the construction of a higher-level "Qilu granary".
