Zhao Leji, member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and Chairman of the Standing Committee of the National People's Congress, conducted research in Hebei from June 2nd to 4th. Zhao Leji visited places such as Handan, Xingtai, and Shijiazhuang, visiting communities, enterprises, rural areas, and farmers' homes to exchange ideas with representatives of the National People's Congress and the masses. He emphasized that the People's Congress system is an important institutional carrier for achieving full process people's democracy. The work of the National People's Congress must consciously practice and develop full process people's democracy, taking the realization, maintenance, and development of the fundamental interests of the broadest masses of the people as the starting point and foothold. We should use the "two connections" as a starting point to deepen and expand representative work, make good use of representative homes and liaison stations, give full play to the professional strengths of representatives, and support and ensure that representatives perform their duties in accordance with the law. National People's Congress deputies should base themselves on their legal responsibilities, under the leadership of the Party organization, communicate and consult with the masses more on the issues raised by the masses, collaborate and cooperate more with government departments and relevant parties, form a working force, better serve the masses, and effectively serve as a bridge between the Party and the state and the people. Zhao Leji conducted research at the Standing Committee of the People's Congress at the provincial, municipal, and county levels. He pointed out that in order to do a good job in the work of the People's Congress in the new era, we must deeply understand the decisive significance of the "two consolidations", consciously achieve the "two safeguards", adhere to the organic unity of the Party's leadership, the people being the masters of the country, and the rule of law, and better transform the fundamental political system advantages of the country into governance efficiency. Following the principles of summarizing, inheriting, improving, and enhancing, keeping up with the pace of the times, adapting to practical development, exploring new ideas and measures for the work of the National People's Congress, and continuously achieving new results and experiences. The National People's Congress and its Standing Committee should focus on the center and highlight key areas, and make efforts to improve the quality of work. We should identify the role of the National People's Congress in promoting Chinese path to modernization, focus on the decisions and arrangements of the Party Central Committee and prominent issues of general concern to the people, and plan and carry out work in an orderly manner. The legislative and supervisory work of local people's congresses should closely revolve around the decision-making arrangements of local party committees to implement the major policies of the Party Central Committee, combine with local realities, adhere to problem orientation, and enhance targeted and effective measures. Zhao Leji presided over a symposium at the Standing Committee of the Provincial People's Congress and visited an exhibition on the system of the People's Congress. He emphasized that this year marks the 70th anniversary of the establishment of the National People's Congress. We need to further study and interpret the historical, theoretical, and practical logic of China's implementation of the People's Congress system, summarize and apply the experience of the construction of the People's Congress system and the work of the National People's Congress, and adhere to, improve, and operate the People's Congress system well.
